豊橋都市計画ハ大正十二年五月二十九日付勅令第二七六号ヲ以テ札幌外２二十三
市ト共ニ都市計画法適用ノ発布ヲ見ルニ至リ爾来市街地建築物法ノ適用都市計画
区域ノ決定街路網計画ノ認可地域制ノ指定ヲ経昭和八年三月三十日付内閣ノ認可
ニ係ル第一期事業ハ昭和十一年二月ヲ以テ工事ノ完成ヲ告ケ既ニ第二期事業ノ認
可ヲ得タリ。茲ニ前期の経過ヲ叙述スルト共ニ豊橋都市計画資料第一輯ニ蒐録シタ

緒 言
豊橋都市計画は大正12年5月29日付勅令第276号をもって札幌外23市と共に都市計画法適用の発布を見るに至り、爾来市街地建築物法の適用、都市計画区域の決定、街路網計画の認可、地域制の指定を経て、昭和8年3月30日付内閣の認可に係る第一期事業は昭和11年2月をもって工事の完成を告げ、既に第二期事業の認可を得た。ここに前期の経過を叙述すると共に豊橋都市計画資料第一輯に収録したものを除き、隣接町村合併前後最近5年間における都市計画の動静並びに第一期事業の大要を記して以て工事報告とする。

Foreword
The Toyohashi City Planning was promulgated with the application of the City Planning Act on May 29, 1923 (Taisho 12), by Imperial Ordinance No. 276, together with Sapporo and 23 other cities. Since then, through the application of the Urban Building Act, determination of city planning areas, approval of street network plans, and designation of zoning systems, the first phase project approved by the Cabinet on March 30, 1933 (Showa 8) was completed in February 1936 (Showa 11), and approval for the second phase project has already been obtained. Here, we describe the progress of the previous phase and, excluding those materials collected in the first volume of Toyohashi City Planning Documents, we record the trends in city planning and the outline of the first phase project during the recent five years before and after the merger with adjacent towns and villages, thereby constituting this construction report.
