之通に候然処近来は軽キ御扶持人体に而は養父母継母或は夫死後妻へ名位等之
類は家内之者気儘に募り養子入聟等気に不応候へは種々難渋之儀申掛
立替或は内証仕切等之類有之由相聞申候上に対し勤方不調法筋も無之頭
之気に不応儀も無之候得共右家内之者申分気隋申立候儀を組役人共心得違之
者共取用ひ立替等為相願或は難渋成ル内証仕切抔為致候儀は不相済事に候へ
は以来面々右等之儀も相糺不応者は早速夫々咎等厳重可申付筈之旨寄之

右は支配頭相伺候処無子細候へは一席評議迄に而即刻伺之通可申渡事
但子細有之或は町在共身元宜家柄之者等に至而は御目付共又は御奉行共へも及評
議之儀可有之事

○前々から組支配の勤務ぶりが良くない者については、かねてから吟味も命じられていることであるが、なお一層人々は注意して、組支配の中で良くない者は上からの沙汰がない前に扶持を放して取り替えるべきであると考える面々もあることであろうが、上から それぞれ命じられては特に頭々が迷惑することになるということは先年申し渡された別紙の通りである。しかし近頃は軽い御扶持人の身分では、養父母・継母或いは夫死後の妻への名跡等の類について、家内の者が勝手気ままに募り、養子・入聟等が気に入らなければ種々難渋の件を申し掛け、立て替え或いは内証仕切等の類があると聞いている。その上で、勤務ぶりに不調法な筋もなく、頭の気に入らないこともないけれども、右の家内の者の申し分気随を申し立てることを、組役人共の心得違いの者共が取り用い、立て替え等を願い、或いは難渋になる内証仕切などをすることは済まないことであるので、以後面々右等のことも調べ、応じない者は早速それぞれ咎等厳重に申し付けるはずの旨を、

Memorandum
○Regarding those whose performance as group supervisors has been poor from before, investigations have been ordered for some time, but people should pay even more attention, and there may be those who think that poor group supervisors should have their stipends removed and be replaced before orders come from above. However, if orders come from above for each case, it would cause particular trouble for the heads, as was announced in previous years as shown in the attached document. However, recently, among those of lower stipend-receiving status, regarding matters such as adoptive parents, stepmothers, or succession of names to wives after husbands' deaths, household members arbitrarily make demands, and if adoptions or marriages do not suit their preferences, they create various difficulties, making claims for substitutions or private arrangements. Moreover, even when there are no improprieties in work performance and nothing that displeases the heads, when such household members make arbitrary claims, some group officials with mistaken understanding adopt these claims and petition for replacements or make difficult private arrangements, which is unacceptable. Therefore, from now on, everyone should investigate such matters, and those who do not comply should immediately receive strict punishment accordingly.

As announced above, all the various commanders were summoned to the residence of monthly duty officer Murata Jutayu, and one copy each of the directive was distributed.
Regarding punishments for townspeople and rural areas, this has been announced repeatedly from before, but since there seems to be some confusion recently, after deliberation among the Senior Councilors, the revised directive was distributed as follows. When supervisory heads make inquiries about the above, if there are no issues, decisions can be made immediately through single-seat deliberation as requested.
However, if there are issues, or in cases involving townspeople or rural people of good standing and family background, deliberation with the Inspectors or Magistrates may be necessary.
