在方諸願之儀筆工相頼願書指出候に付文談飾り多実字相知兼其上百姓共費も
過分之儀に有之候得は已後筆相頼候義相止不都合に而も村人共相認候様に相成候はヽ

○御家中之面々勝手向兼而難儀之趣相聞其上今年米直段も下直旁弥増
難澁之段追々御番頭并支配頭ゟ内達有之候得共 上にも無御拠御入増も
有之御難渋之御歩ひに付分ヶ而御手当之被成方も無之依之当暮諸上納
之口々御穿鑿之上別紙之通御用捨被成下候旨
一御札所上納之内寛政十二申年御貸銀当暮上納可申元銀御見延被成下
利斗定之通上納被仰付候
一御趣意方御貸銀之内去子年願之上拝借被仰付候元銀当暮ゟ七年賦之
御定に候処当暮之元銀上納御見延利斗上納被仰付候
一裏判方御貸銀人別願上拝借被仰付候分当暮元利上納之上來子二月
ゟ又々願之上拝借被仰付候定に候得共弐百石取以下当暮至而難渋之面々は

までのところで即刻申し渡すこと。
一、国外追放の者が戻ってきた場合は入墨追放を伺い立てる際、戻ってきた者については問題がなければ前条と同じ扱いとする。
一、他国の者は軽い罪であっても国外追放を伺い立てる際、たとえ入墨追放であっても一席評議までで取り扱うこと。万一戻ってきた際は罪の軽重に関わらず死罪相当とする。
一、死罪以上は他国の者であっても評議の上でお上の裁定を仰いで取り扱うこと。

右の件は寛政5年丑年に仰せ出されたところ、その後支配頭の面々に申し伝えることがあったため、なお評議の上で伺いを立て改正する。

御奉行
○在郷の諸願いの件について寛政4年子年に別紙の通り仰せ出されたが、近頃心得違いの在郷もあるようなので、改めて別紙の趣旨を支配頭に申し渡す。
在郷の諸願いの件について筆工に依頼して願書を提出することにより文章が飾り立てられ実情が分かりにくくなり、その上百姓らの費用も過分なことになっているので、今後は筆工に依頼することを止め、不都合であっても村人らが自分で書くようになれば、すべて費用が少なくて済むであろう。もし村人らが書くことができなければ、口述と同様に役所にて口頭で申し述べるようにすること。
9月16日
御奉行へ
○御家中の面々の家計が困窮している旨を聞いており、その上今年は米価も安値で、ますます困窮している状況について御番頭並びに支配頭から内々の報告があったが、お上におかれても仕方なく御支出増もあり御難渋の状況につき、個別に御手当をする方法もないため、当年暮れの諸上納の件々について御調査の上、別紙の通り御用捨していただく旨。
一、御札所上納のうち寛政12年申年の御貸銀について当年暮れ上納すべき元銀を御延期していただき、利息のみ定めの通り上納するよう仰せ付けられる。
一、御趣意方御貸銀のうち去る子年に願い出て拝借を仰せ付けられた元銀は当年暮れから7年賦の御定めであるが、当年暮れの元銀上納を御延期し利息のみ上納するよう仰せ付けられる。
一、裏判方御貸銀について個人で願い出て拝借を仰せ付けられた分は当年暮れに元利上納の上、来る子年2月から再び願い出て拝借を仰せ付けられる定めであるが、200石取り以下で当年暮れに至って困窮している面々は

The above was decreed in the 5th year of Kansei, Year of the Ox, but since there have been matters to communicate to the various magistrate heads afterwards, this is being revised after further deliberation and petition.

○ Regarding various petitions from rural areas, instructions were issued as per the separate document in Kansei 4, Year of the Rat. However, recently it appears there are some rural areas with misunderstandings, so the content of the separate document is once again being communicated to the magistrate heads.
Regarding various petitions from rural areas, because professional scribes are being employed to submit petition documents, the writing becomes overly ornate making the actual situation difficult to understand, and moreover the costs to the peasants become excessive. Therefore, henceforth the practice of employing scribes shall be discontinued, and even if inconvenient, if the villagers write themselves, all costs will be reasonable. If the villagers cannot write, they should speak orally at the government offices as they would in oral testimony.
September 16th
To the Honorable Magistrate
○ We have heard that the finances of the retainers are in difficulty, and moreover this year rice prices are also low, making their hardships even greater. Although there have been internal reports from guard commanders and magistrate heads about this increasingly difficult situation, since His Lordship also unavoidably has increased expenses and is in financial difficulty, there is no way to provide individual assistance. Therefore, after investigating the various tax payments due this winter, relief is being granted as per the separate document.
1. Regarding the loan silver from the card office payments from Kansei 12, Year of the Monkey, the principal due this winter is being deferred, and only the interest is to be paid as determined.
1. Regarding the loan silver from the policy office that was borrowed upon petition in the previous Year of the Rat, while the principal was set to be paid in seven annual installments starting this winter, the principal payment for this winter is being deferred and only interest is to be paid.
1. For the endorsement office loan silver borrowed upon individual petition, the rule was that after paying principal and interest this winter, one could petition again for borrowing from the coming 2nd month of the Year of the Rat. However, for those with stipends of 200 koku or less who are in extreme hardship this winter
