○只今 御意被成候通江戸表御普請来卯年御参府迄には可也に不被仰付候半而
は不相済先達而ゟ他国御才覚被仰付候へ共尓々相調兼候前々ゟ右体不時御物入
之節は町在御用金被仰付候処去ル戌年御焼失に而御用金被仰付間も無之事
故此度御用金は不被仰付候乍去無御拠御物入被成方無之に付不得止各支配下
并府中へ別紙之通御頼講被仰付候一統困窮之時節 上にも甚 御心痛御気

右同人
○ただいま御意を成された通り、江戸での御普請は来る卯年の御参府までには相当程度実施しなければ済まない。先達てから他国での資金調達を命じられたが、なかなか調達が困難である。従前からこのような臨時の出費の際は、町や在郷に御用金を命じてきたが、去る戌年の御焼失の際に御用金を命じてからまだ間もないことから、今回は御用金は命じない。しかしながら、やむを得ない出費であり他に方法がないため、止むを得ず各支配下並びに府中へ別紙の通り御頼講を命じる。一同が困窮している時節であり、上におかれても甚だ心痛で気の毒に思し召されるが、やむを得ない事情によるものである。精を出して調達するよう取り計らうべきである。趣法帳については御奉行らと相談すべきである。

御目付へ
○江戸での御普請は来る卯年の御参府までには相当程度実施しなければ済まないなど、やむを得ない事情により命じられる。趣法帳の金高の件については御奉行らと相談すべきである。右の趣旨を本多内蔵助方の留守居の者へ申し聞かせるべきである。
ただし右の申達の件は、この地の支配下へ申し渡す時節に申し聞かせるべきである。
御奉行へ
○支配頭の面々並びに府中へ申し渡すことは別紙の通りである。そのように心得て、趣法帳の件は各自から申し談ずべきである。府中へは金高の件も申し聞かせるべきである。

右の通り仰せ出されたが、表向き支配下への申し渡しは当分行わず、なお次の条で八月九日に至ってそれぞれ発表があった。

○ As just declared by your lordship, the construction work in Edo must be substantially completed by the time of next year's sanpu (official visit to Edo) in the Year of the Rabbit, or it will not be acceptable. Although we have been ordered to procure funds from other domains, this has proven quite difficult to arrange. Previously, during such times of extraordinary expenses, we have imposed goyōkin (forced loans) on towns and rural areas, but since goyōkin was imposed not long ago during the great fire in the Year of the Dog, we will not impose goyōkin this time. However, as this is an unavoidable expense with no alternative means available, we have no choice but to order ontanokō (voluntary contributions) from each jurisdiction and Fuchū as detailed in the attached document. This is a time when everyone is in financial difficulty, and his lordship feels great concern and sympathy, but given the unavoidable circumstances, this order is issued. You should make arrangements to raise funds diligently. The accounting ledger should be discussed with the magistrates.

To the Inspector:
○ The Edo construction work must be substantially completed by the sanpu in the Year of the Rabbit, etc., and this order is given due to unavoidable circumstances. The matter of the amounts in the accounting ledger should be discussed with the magistrates. This matter should be communicated to the caretaker at Honma Kuranosuke's residence.
Note: This communication should be made known when orders are given to the local jurisdictions.
To the Magistrates:
○ The orders to the jurisdiction heads and Fuchū are as in the attached document. With this understanding, each should discuss the accounting ledger matter. For Fuchū, the monetary amounts should also be communicated.

Although the above orders were issued, no public announcements were made to the jurisdictions for the time being, and announcements were eventually made to each party on August 9th as per the following article.
