之依之祭礼式之儀は仕来候通其節々賑にも可相成取斗勝手次第之事に候
且又右に付氏子共失却も可有之是等之儀も内達之通当分被成下候猶委細之

狼藉に及 御城下を為相騒候者共も有之段御国法に相背者対 公辺御太切之事
に候間此度御手当御人数被仰付置向後聊に而も狼藉之儀於有之は御料他領無差
別厳敷御取斗可有之候尤其段夫々へ通達有之事に候
一不依何事拾人弐拾人相集り申談候儀兼而御法度に候条聊に而も徒党之形仕
間敷事
一不依何事廻文は勿論申伝等之儀決而仕間敷事若右体之儀有之候はヽ其村切に而
右廻文申伝候者指押置先に不申継早速手元役所にて可申達事若等閑之儀
於有之は後日に相知候共急度御咎可被仰付事
一御用并無拠用事は格別百姓共誘行合相集り候儀急度致間敷候其村役

一宗意一件之儀に付是迄御城下掛所へ相集り申談候儀有之趣に候へ共宗意之儀は
御国政へ相拘之儀無之候に付是迄御貧着にも不被致候処右体騒敷儀は御国
政にも相拘り不相済儀に候間以来掛所へ村益たりとも相集り申談候儀決而仕
間敷候若又無拠用事有之申談候儀有之候はヽ誰々と申姓名元相届候様掛所へ
被仰付置候勿論夫とても大勢之儀は不相成候事

町奉行 白石十郎右衛門
○当町が賑わうよう、かねてより指示もあったが、神社祭礼の件について貴殿より連絡があった通りである。これにより、祭礼の式は従来通り行い、その都度賑わいも生じるよう取り計らうことは、各自の判断に任せる。
また、これに関して氏子たちに損失もあるだろうが、これらの件も内々の連絡の通り、当分の間配慮されている。なお詳細については奉行たちと相談することとする。
二月十六日
○先日申し渡した町方の氏子たちへ、別紙の割合の通り金銭が下付された旨、二月二十五日町奉行より報告があった。

一、西本願寺宗意一件の件について、これまで格別の御慈悲による取り扱いであったが、かえってわがままな行為を恐れることなく行い、その姿勢は極めて不届きである。特に去る二十七日、同二十九日に御城下木田町長慶寺へ大勢が集まり、

狼藉に及び、御城下を騒がせた者どもがいたことは、御国法に背く者として公儀に対し極めて重大な事である。今回御手当ての人数を配置することとし、今後少しでも狼藉があった場合は、御料地・他領を問わず厳しく取り締まることとする。もちろんその旨はそれぞれに通達されている。
一、何事によらず十人二十人が集まって相談することは、かねてより禁止されているので、少しでも徒党を組むような形をしてはならない。
一、何事によらず回文はもちろん、申し伝え等も決して行ってはならない。もしそのようなことがあれば、その村限りで、右の回文や申し伝えをした者を取り押さえ、先に申し継がず早急に手元の役所に届け出ること。もし怠慢があれば、後日判明しても必ず咎めを申し付ける。
一、御用および止むを得ない用事は格別として、百姓たちが誘い合って集まることは必ず禁止する。その村の役人たちは締め方を申し付けること。
一、宗意一件について、これまで御城下の掛所へ集まって相談することがあった様子だが、宗意の件は御国政に関わることではないため、これまで取り締まりも行わなかった。しかし右のような騒がしい件は御国政にも関わり済まされない事であるため、以後掛所へ一人でも集まって相談することは決してしてはならない。もしまた止むを得ない用事があり相談することがあれば、誰々という姓名をあらかじめ届け出るよう掛所へ申し付けてある。もちろんそれでも大勢は認められない。

○ Regarding making our town prosperous, as previously instructed, and concerning the shrine festival matters as communicated by you. Therefore, festival ceremonies shall be conducted as customary, and arrangements to create liveliness on each occasion shall be left to individual discretion.
Also, regarding the losses that parishioners may incur in connection with this, these matters are being considered for the time being as per internal communications. Further details shall be discussed with the magistrates.
February 16th
○ Regarding the money distributed to town parishioners as previously announced, according to the allocation in the separate document, the town magistrate reported on February 25th:

Regarding the Nishi Honganji sectarian dispute, while this has been handled with exceptional compassion until now, instead there have been selfish acts committed without fear, which is extremely improper conduct. Particularly on the 27th and 29th of last month, large crowds gathered at Chōkei Temple in Kida-machi in the castle town,

engaging in violence and causing disturbances in the castle town. This constitutes a serious matter against public authority as it violates domain law. This time, security personnel have been deployed, and henceforth, should there be even the slightest violence, strict measures will be taken regardless of whether in domain territory or other territories. Naturally, this has been communicated to all relevant parties.
1. Gathering of ten or twenty people for consultation, regardless of the matter, has long been prohibited, so no form of factional assembly shall be permitted.
1. Regardless of the matter, circular letters and verbal communications are absolutely forbidden. Should such occur, within that village, those who circulated or communicated such messages shall be apprehended, and without forwarding the message, immediate report shall be made to the local administrative office. Should there be negligence, even if discovered later, punishment will certainly be imposed.
1. Except for official business and unavoidable matters, peasants gathering by mutual invitation is strictly prohibited. Village officials shall implement control measures.

Regarding the sectarian dispute, there have been instances of gathering at liaison offices in the castle town for consultation, but since sectarian matters do not involve domain administration, no restrictions were imposed until now. However, such disruptive matters do involve domain administration and cannot be overlooked. Henceforth, gathering even individually at liaison offices for consultation is absolutely forbidden. Should there be unavoidable business requiring consultation, names must be registered in advance as instructed to the liaison offices. Naturally, large gatherings are not permitted under any circumstances.
