一御貸銀之儀は是迄も毎度被仰付候処一旦之手探迄に相流し元利上納相嵩却
而思召通も不示届候由今度之儀は各別御趣法を以無利十年賦に而願之上拝借
被仰付筈之条倹約之儀猶以無由断相守候様被仰出候

現代語訳
右の趣旨を村々の役人たちが心得て、それぞれ厳しく申し付けるべきである。結局のところ、乱暴狼藉に及んだ場合は、そちらの管轄の問題ではなく、国政に背く事であるため、恐れ多くも上から鎮圧の措置があることになるので、心得違いのないよう、よく理解して申し聞かせること。

○かねてより財政が困窮している上に、去春の江戸上屋敷の類焼により必至の支障が生じている事情もあり、家臣団も特に困窮している折柄であるため、何かと心痛に思し召され、一橋大納言様へ去春より内談なされ、既に重要な資金調達をしていただき、その他借財によって相当な普請費用を工面なされた。家臣団の困窮については去夏以来も追々手当を仰せ出されているが、折柄米価が下落し、世上金銀の流通が滞っている状況でその効果も薄く、これにより今年も種々検討を命じられた上、前述の格別な資金調達、その他手探りや融通により御貸銀を仰せ付けられる。
一、御貸銀の件は、これまでも毎度仰せ付けられてきたが、一時的な手当程度に流用し、元利返済が嵩んで、かえって思し召し通りに運ばなかった由。今度の件は格別な趣法により無利息十年賦で、願い出の上拝借を仰せ付ける筈の条件なので、倹約の件はなお一層欠かすことなく守るよう仰せ出された。
但し、御貸銀の割当方法等詳細な件は追って勘定所から伝達する。

Monthly Duty Officers
○Due to ongoing financial difficulties and the fire damage to the Edo upper residence last spring causing critical disruptions, and with retainers particularly impoverished at this time, His Lordship has been deeply concerned. Since last spring, he has been in private consultation with Hitotsubashi Dainagon, who has already provided significant financial assistance. Other borrowing has covered considerable construction expenses. Regarding retainer poverty, relief measures have been continuously announced since last summer, but with rice prices falling and gold and silver circulation stagnating, the effects have been limited. Therefore, after various deliberations this year and the aforementioned exceptional fundraising and other arrangements, lending has been ordered.
1. Regarding lending: Though this has been done many times before, funds were diverted for temporary relief, principal and interest repayments accumulated, and contrary to expectations, results were unsatisfactory. This time, through exceptional methods, interest-free loans repayable over ten years will be granted upon application. Therefore, frugality must be observed even more strictly.
Note: Details of loan allocation methods will be communicated later by the accounting office.
