郷村高帳之通其後も新田高等有之候へは其分共取立候儀に付城地屋敷
地其外領主限諸役免除之村々往還伝馬役助郷村等免除には不相立禄
多高等之儀も村方内に候はヽ可被相立候川欠荒地之儀も村高五歩以可之分
是又免除には不相立候右等之内にも前々ゟ格別之訳有之候歟又は諸役免除
之御判物等所持之村方ハ其訳を以被問合指図之上可被相除事に候間右心得

并国役金可指出旨尤来ル申年迄五ヶ年割を以可相納旨被仰出候格別

意に有之其上近年打続両度迄居屋敷焼失仕弥増指支候処去卯年
国許無類之大出水に而其節々御届被申上候通に御座候田地囲川除并堤切所
弐百ヶ所餘に及ひ間数莫太之儀に御座候其外損所過分之儀共候御届書に而申
上候通に御座候収納に至り半高近キ不納に相成右之次第故不得止事近年被仰
出候囲籾願下ヶ仕追々普請は不及申歩金種貸等取斗候へ共大造之儀故
今以普請等皆出来にも至り兼候程之仕合に御座候高役国役共に何分にも可
相納儀に御座候へ共何卒上納御年限之儀此上幾重にも被指延被下置候様専願候
家中町在迄も至而困窮に落入罷在候へは取立方難渋至極御座候間上納方

○書面 この度の国役金取立の件については、すべて天明八申年の御朱印御改めの際に書き出された郷村高帳の通りとし、その後も新田高等があればその分も合わせて取り立てることについて、城地屋敷地その他領主限りの諸役免除の村々、往還伝馬役助郷村等の免除には当てはまらず、禄多高等の件も村方内にあれば立てるべきです。川欠け荒地の件も村高五歩以下の分はこれまた免除には当てはまりません。右等の内でも前々から格別の理由があるか、また諸役免除の御判物等を所持している村方はその理由をもって問い合わせ、指図の上で除外されることになりますので、右心得をもって取り立て納付するよう存じます。

○来る巳年朝鮮人の信使が対州まで来聘につき、外国に対する御大礼であるので、諸家は高役金並びに国役金を差し出すべき旨、もっとも来る申年まで五ヶ年割りをもって納付すべき旨が仰せ出されました。格別の御大礼の御事でありますので滞りなく務めるべき件でありますが、御名の勝手向きが前々から不如意であり、その上近年打ち続いて両度まで居屋敷焼失し、いよいよ差し支えが増している処、去る卯年国許で類のない大出水があり、その都度御届を申し上げた通りであります。田地囲い川除け並びに堤切れ箇所が二百ヶ所余りに及び、間数莫大な件であります。その外損所過分の件共も御届書で申し上げた通りであります。収納に至っては半高近くが不納となり、右の次第故やむを得ず近年仰せ出された囲籾を願い下げし、追々普請は申すに及ばず歩金種貸等を取り計らいましたが、大造の件故今以って普請等すべて出来にも至りかねる程の仕合いであります。高役国役共に何分にも納付すべき件でありますが、何卒上納御年限の件、この上幾重にも延期していただけますよう専ら願います。家中町在まで至って困窮に落ち入っておりますので、取り立て方難渋至極であります。上納方の件、御年延の件、ひとえに専ら願う旨、国元御名方から申し付けられて参りました。これにより御伺い申し上げます。以上

○Regarding the written inquiry: For this collection of national duty money (国役金), everything should follow the village assessment registers (郷村高帳) that were submitted during the official seal revision in Tenmei 8 (1788). Even if there have been new rice field assessments since then, those portions should also be collected. Castle grounds, residential plots, and other villages with duty exemptions limited to the domain lord, post station relay and助郷 villages with exemptions do not qualify for exclusion. Even matters concerning high-stipend assessments should be levied if they exist within village territories. Regarding river-damaged wasteland, portions under 5% of village assessment also do not qualify for exemption. However, among these, if there are villages that have had special circumstances since long ago or possess official documents granting duty exemptions, they may be excluded after inquiry and instruction based on those circumstances. ○Regarding the Korean diplomatic mission coming to Tsushima next year, as this is a great ceremony in dealing with foreign countries, all houses should submit high-duty money and national duty money. It has been ordered that payment should be made over five years until the year of the Monkey.
