屋敷類焼により、当辰年から来る午年まで年延し、翌未年から五ヶ年割で上納する積もりで心得るべきである。

心得のみ 御目付
一、納米取扱方で御損失がないよう、従来通りますます正しい方法で行うこと。刺米は三刺の外は増刺してはならない。刎米の再吟味を願い出ても寛大に取り上げてはならないこと。
ただし刎米の再吟味でやむを得ない理由で強く願い出る場合は、一刺まで再吟味して決定すること。総じて増刺した分はその理由とその村名・名前を記録して報告すること。出張先で行った分は帰った時に報告すること。
一、刎米を持ち帰ったように見せかけて手立てを使ってそのまま納入に回す者がいる場合は、刺米をせずに直ちに刎ね、その者の名前・村名を報告すること。出張先で行った分は帰った時に報告すること。
附紙
この件について、刎米を持ち帰ったように見せかけて持ち帰らずそのまま納入に回すこともあり、再三にもなると、刺米によって自然に減米が生じる。これを表裏使って役向きが良くないように申し立てることも間々ある。

双方を糾明しなければ判別しがたいと思われる。
一、御勘定所から渡された刺竹の外は私の刺竹を決して使用してはならないこと。
右の通り明里御蔵並びに各所の枝御蔵その他各所の納米取扱をする役向きは立会米見等をきちんと心得て正しい方法で取り扱うべきこと。万一私的な仕方で邪な方法があった場合はその旨を申し出よ。厳重に咎めがあるであろう。

四郡奉行
○御勝手向きは兼ねてより御不如意で御難渋のところ、近年あれこれと莫大な御物入りが重なり御難渋は極まって御差支えに付き、各支配下の調達金年賦御下金二口並びに御頼講御下金を当辰年から来る午年まで、やむを得ず三ヶ年の内にこれまでの金高の三分の一を御下金として仰せ出された。御奉行と相談してこのやむを得ない趣旨を十分に申し渡し、よろしく取り計らうこと。

1. To ensure no losses in rice tax handling, continue with proper procedures as before. For rice testing (sashimai), no additional testing beyond three tests shall be performed. Even if re-examination of rejected rice (hanmai) is requested, it shall not be leniently approved.
However, if re-examination of rejected rice is strongly requested for unavoidable reasons, re-examination of up to one test may be conducted for decision. Generally, for any additional testing performed, the reason, village name, and personal names must be recorded and reported. For work done at remote locations, report upon return.
1. If there are those who pretend to take rejected rice home but use schemes to divert it directly for tax payment, immediately reject without testing and report the person's name and village name. For work done at remote locations, report upon return.

Regarding this matter, some pretend to take rejected rice home but do not actually take it home, diverting it for tax payment instead. When this happens repeatedly, natural rice reduction occurs through testing. Some use this as grounds to make complaints that the officials are not performing properly.

Both sides must be investigated to distinguish the truth.
1. No private testing bamboo shall be used except for the testing bamboo distributed by the Finance Office.
As stated above, officials handling rice tax collection at Akesato Granary, various branch granaries, and other locations must properly understand joint rice inspection procedures and handle matters correctly. If any improper private methods are discovered, report the matter immediately. Severe punishment will follow.
October 9th
Four Districts Magistrate
○ The domain finances have long been inadequate and struggling. In recent years, various enormous expenses have accumulated, making the financial difficulties extreme and causing serious impediments. Therefore, regarding the procurement funds from each jurisdiction, annual installment loans in two categories, and requested lecture funds, from this Dragon year until the Horse year, unavoidably within three years, one-third of the previous amounts will be provided as loans. Consult with the Magistrate to thoroughly communicate this unavoidable situation and handle appropriately.
