大正十二年九月一日午前十一時五十八分第一回ノ烈震以降ノ震災ニ依リ被害ヲ蒙リタル府県ハ東京、
神奈川、千葉、埼玉、静岡、山梨、茨城ノ一府六県ニシテ其被害世帯数及人口ハ未タ正確ナル調査ナ

第一 震災被害状況
一、総括
大正十二年九月一日午前十一時五十八分の第一回の激震以降の震災により被害を受けた府県は東京、神奈川、千葉、埼玉、静岡、山梨、茨城の一府六県であり、その被害世帯数及び人口は未だ正確な調査がないため確実な統計数字を得ることができないが、今日までにおける諸種の調査及び報告を総合推計して別表を作製した。これは正確な調査の結果ではないだけでなく、被害の種類も各府県統一的な調査がないため、これにより正確な統計的観察を行い被害の大小を比較対照することはできないが、その概況を知ることはできる。
東京府外六県における被害世帯の総数は六十八万戸余りにも上り、一府六県世帯数の三割二分強に当たる。特に東京、神奈川が最も激甚であり、被害世帯の割合は東京府が五割二分、神奈川県が六割四分に達する。これはいずれも相当程度の破損以上を概算したものであるため、もしすべての破損を計上する時は、その割合はなお著しく増大するであろうし、東京、神奈川のような場合はほとんどすべての世帯にわたり何らかの損害を受けなかったものはない状態である。しかも単に震災のためにどのくらいの世帯が全潰、半潰、破損したかは全くこれを知る由がない。なぜなら全潰、半潰、

Chapter 1: Earthquake Damage Situation
1. Overview
The prefectures that suffered damage from the earthquake disaster following the first severe tremor at 11:58 AM on September 1, Taisho 12 (1923) were Tokyo, Kanagawa, Chiba, Saitama, Shizuoka, Yamanashi, and Ibaraki - one metropolitan prefecture and six prefectures. Since accurate surveys of the number of affected households and population have not yet been conducted, reliable statistical figures cannot be obtained. However, a separate table has been compiled by comprehensively estimating various surveys and reports up to the present day. This is not the result of an accurate survey, and since there was no unified survey of damage types across prefectures, accurate statistical observation and comparative analysis of damage scale cannot be made based on this data, though it can provide a general overview.
The total number of affected households in the six prefectures outside Tokyo Prefecture exceeded 680,000, accounting for just over 32% of the total households in the one prefecture and six prefectures. Tokyo and Kanagawa were particularly severely affected, with the proportion of damaged households reaching 52% in Tokyo Prefecture and 64% in Kanagawa Prefecture. Since these figures represent rough calculations of considerable damage or worse, if all damage were to be included, the proportion would increase even more dramatically. In areas like Tokyo and Kanagawa, virtually all households suffered some form of damage without exception.
