In particular, there were numerous deaths and injuries. Furthermore, reservoir embankments collapsed causing floods, or mountain landslides occurred with mud and sand flowing out, resulting in the aforementioned number of houses being instantly destroyed or swept away. This being entirely an unavoidable natural disaster, the people are in great distress. As their reports are accurate, I immediately ordered them to construct temporary shelters and resume agricultural work. Moreover, there are numerous damaged houses besides those mentioned above, and in addition there were 189 men and women killed, 2 horses, 3 cattle, and other injured persons. I have submitted a report regarding this investigation to Makino Yamato-no-kami. Therefore, I hereby submit this report. The above.

Document reporting on relief measures for those whose houses collapsed in the great earthquake in Shinano Province villages

However, those in poverty who are barely managing to make a living, or those in extreme destitution who can barely get through each day, cannot possibly construct temporary shelters
