吟味之上納方取計候様被仰付於御代官所百姓共へ理解申聞心得違無之様落

積算が自然に落札となった場合には、後日に意見の相違が生じることのないよう、作事所において厚く検討を行うこと。
一、音物（贈り物）の件については、かねてより厳しく申し渡されていることであるが、この度の件については格別の趣意もあり、特に厳しく申し渡されているので、心得違いの者がいれば処分があるであろう。正しく働く者については検討の上、適切な取り扱いがなされるので、その旨を各方面に申し聞かせること。
右の通り家老中が申し聞かせたので、御用掛かりの末端まで申し聞かせること。
八月二十六日
右の通り用人が申し聞かせたので、その旨を支配御用掛かりの者どもへ申し渡した。
四郡奉行
○諸御蔵への納米について、近年百姓どもが修理等を怠っている趣が聞こえており、第一に米質が良くない。その上、村々において早稲米の作り方も歩合通りであるべきところ、近来の心得方では御蔵米の等級を決定することができない事態となっている。これにより当年については、諸御蔵所において米質はもちろん、修理や乾燥等に至るまで精誠をもって検討の上、納入の取り計らいをするよう申し付けられた。代官所においては百姓どもへ理解させ申し聞かせ、心得違いのないよう厳しく申し付ける筈であるので、なお百姓どもへ申し渡すこと。
八月二十九日

○新米の先売り先買い禁止の件について、かねてより申し渡されているので、城下をはじめとする各所の酒屋ども、もちろん隠れて買い付けを行う者はいないはずであるが、万一心得違いの者がいれば、きっと処分を受けることになろう。酒造についても差し止めるべきかもしれないが、今年の作柄が良く、追々諸御蔵所の納米等の見通しがついてくれば、追って歩合通りの酒造を許可し、その際酒造元米の分については払い下げるので、酒造米の買い付けについてはいよいよ厳しく禁止する。もし造り酒の他国出しを願い出ても取り扱わず、沖出しについても厳しく差し止めること。
右の趣旨を漏らすことなく、それぞれに触れ回ること。

Regarding gifts (inmono), while strict orders have been issued previously, this particular matter involves special circumstances and has been ordered with particular severity. Those who act improperly will face punishment. Those who work properly will be dealt with appropriately after examination, so this should be communicated to all relevant parties.
As the senior retainers have communicated the above, it shall be relayed to all those involved in official duties down to the lowest levels.

Four-District Magistrate
○ Regarding rice deliveries to the various granaries, it has been reported that in recent years the farmers have been negligent in repairs and maintenance. First, the quality of rice is poor. Moreover, while the cultivation methods for early rice in the villages should follow standard procedures, recent practices have made it impossible to properly determine the grades of granary rice. Therefore, for this year, all granary locations are ordered to conduct sincere examinations of not only rice quality but also repairs and drying processes before handling deliveries. At the deputy's offices, this shall be explained to the farmers to ensure they understand and have no misunderstandings, and they shall be strictly instructed accordingly.

○ Regarding the prohibition of advance selling and buying of new rice, while orders have been issued previously, sake brewers in the castle town and elsewhere, as well as those who might engage in secret purchasing, should not exist. However, if there are any who act improperly, they will certainly face punishment. Sake brewing should also be suspended, but since this year's harvest is good and deliveries to the various granaries are expected to proceed smoothly, sake brewing will be permitted according to standard ratios in due course. At that time, rice for sake brewing will be distributed, so the purchasing of rice for sake brewing is increasingly strictly prohibited. Even if requests are made to export sake to other domains, these will not be processed, and offshore shipments are strictly forbidden.
These instructions shall be communicated thoroughly to all relevant parties.
