一北国筋御領分巡見道筋并休泊天明度之通相心得書付可被指出候前々巡見
　罷通候道筋当時通行難相成場所有之候ハヽ其段書付可被指出候
　　但先規之道筋致相違候ハヽ之伺上可取計候
一前々被仰出候御書付之趣諸事御手軽之事ニ候可有之候へ共猶又申達候条兼而其
　心得可有之事
一御領分巡見之節休泊之旅宿或ハ道橋御取繕且又掃除等其外野間之休
　所等取建候儀堅及御断候事
一天明之度巡見休泊之通其所指支荷無之候ハヽ此度も前々之通致休泊候尤手狭
　候共又ハ二階家寺院ニ而も不苦別家之下宿無之様可成丈一組一軒ニ而相済
　候様致度候乍去新規取繕之儀曽而無之様其向々へ御申渡有之候様致度
　存候
一旅宿賄之儀木銭一汁一菜申付候休泊之在町へ被仰渡有之候様致度勿論
　賄道具等有来を用若不宜之品者其節ニ至り申聞新ニ用意致候儀決而
　無之様且供方夜具之類有合之品ニ而古く共聊不苦候尤絹布之類無用
　ニ候間右等之旨精々御申付被置候様致度候
一巡見休泊之宿ゟ祝儀又ハ馳走ケ間敷儀兼而心掛候者抔万一有之哉全心得
　違之事ニ候間右体之儀有之候而ハ如何と存候尤 請（受）用不致候間心得違無之様急度

一御領分人馬継之在町旅行以前先触差出候書面之外余計之人馬用意不
　致候様問屋向へ御申渡可有之候
一巡見通行之節商人家業農人耕作無構相稼候様御申付可有之候右之趣前
　広申達候惣而手軽方万事相心得前々巡見之節之振合ニ不拘前条之趣
　得与御心得通行之在町へ御触有之候様致度候然上万一心得違も有之先規

○御使番木下内記殿から直接達せられた書付、並びに用人たちに渡された書付の趣旨を記した書付の写しを渡すので、相談して適切に取り計らうこと。

覚
一、北国筋の御領分巡見の道筋並びに休泊については、天明年度の通りに心得て、書付を提出すること。従来巡見が通った道筋で現在通行が困難になっている場所があれば、その旨を書付で提出すること。
ただし、先例の道筋と異なる場合は、お伺いを立てて取り計らうこと。

一、従来お達しになった書付の趣旨は、諸事御手軽ということであったが、改めて申し達するので、かねてからその心得でいること。

一、御領分巡見の際の休泊の旅宿や道路・橋の修繕、また掃除等、その他野外の休憩所等を建設することは堅くお断りすること。

一、天明年度の巡見休泊の通り、その場所に支障がなければ、この度も従来通りに休泊させること。もっとも手狭であっても、また二階建ての家や寺院でも構わないが、別家への分宿はないように、できるだけ一組一軒で済むようにしたい。しかし新規の修繕については全くないよう、その方面へお申し渡しがあるようにしたいと存じる。

一、旅宿の賄いについては、一汁一菜とするよう申し付け、休泊する在町へお達しがあるようにしたい。もちろん賄い道具等は既存のものを用い、もし不都合なものがあれば、その時に申し聞かせて新たに用意することは決してないよう。また供方の夜具の類は手持ちの品で古くても少しも構わない。もっとも絹布の類は無用であるから、これらの旨を十分にお申し付けおかれるようにしたい。

一、巡見休泊の宿から祝儀または馳走をしようと心がけている者など、万一あるだろうか。全く心得違いのことであるから、そのようなことがあってはいかがなものかと存じる。もっとも受け取らないのであるから、心得違いのないよう厳重にお触れがあるようにしたい。

一、御領分の人馬継ぎの在町では、旅行以前に先触れとして差し出した書面以外の余計な人馬の用意をしないよう、問屋方面へお申し渡しがあること。

一、巡見通行の際、商人は家業を、農人は耕作を構わず営むようお申し付けがあること。右の趣旨を前もって申し達し、総じて簡素な方向で万事心得、従来の巡見の際の慣例にこだわらず、前条の趣旨をよく御心得の上、通行する在町へお触れがあるようにしたい。その上で万一心得違いもあり先例に

Memorandum
1. Regarding the inspection routes and lodging accommodations for the domain inspection in the northern provinces, please prepare and submit documents based on the precedent from the Tenmei era. If there are places along previously used inspection routes that have become impassable at present, please submit written notice to that effect.
However, if the route differs from precedent, proper inquiry should be made before proceeding.

1. The purport of previously issued documents emphasized that all matters should be handled simply and without extravagance, but this is being communicated again, so please keep this in mind from now on.

1. During domain inspections, the repair of lodging accommodations, roads, and bridges, as well as cleaning and the construction of roadside rest areas, etc., are strictly forbidden.

1. If there are no impediments to the locations used for inspection lodging during the Tenmei era, this time also follow the previous precedent. Even if accommodations are cramped, or if they are two-story buildings or temples, that is acceptable, but to avoid separate lodging in different buildings, it is preferable to have one group stay in one establishment as much as possible. However, regarding new repairs, there should be none at all, and instructions to this effect should be issued to the relevant parties.

1. Regarding meals at lodgings, orders should be given for simple fare of one soup and one dish, and instructions to this effect should be issued to the towns where lodging will occur. Of course, existing cooking utensils should be used, and if any are unsuitable, new preparations should never be made even if mentioned at the time. Also, regarding bedding for attendants, existing items are fine even if old. Since silk fabrics are unnecessary, thorough instructions regarding these points should be given.

1. Should there be any innkeepers at inspection lodging sites who are planning to offer congratulatory gifts or entertainment, this would be completely mistaken thinking, and such behavior would be inappropriate. Since such offerings will not be accepted, strict public notices should be issued to prevent such misunderstandings.

1. In towns along the domain route that provide relay horses and porters, instructions should be given to post station officials not to prepare extra personnel or horses beyond what was specified in advance notices.

1. During the passage of inspectors, merchants should continue their business and farmers their cultivation without concern. The above should be communicated in advance.
