Those concerned were instructed to present themselves at the deliberation hall (hyōgijo) when the time came, and they all replied that they understood and would comply.
**The 9th Day. Around noon, cloudy; clearing in the afternoon. This morning, the rachi (enclosure/boundary) work was completed. The attending monks (gusō) made an early morning visit to Imamiya Shrine.**
- Today, on account of the ide-age (opening/maintenance of irrigation channels), all parties assembled after breakfast. The monthly duty officers Naganori and Tomotoshi, the six officers Hochikaku, Hodo, Gakukan, Kyūsei, and Shiken, the water affairs officer Suenaga, the attendant Kihachi, and one foot-messenger were dispatched, each bringing their own tea, box lunches, and four thin floor mats (usuberis). Eight water officials (mizuyakunin) and all the peasants of the Hongō district also turned out.
- At the Hongō irrigation channel mouth, the river width was six ken. The depth was three jō nine shaku. Dividing by six and a half steps, adjusting to two jō five shaku three sun five bu, it came to three ken nine steps. Converting the nine steps into shaku, it was five shaku eight sun five bu. A head stake (kashiragui) was driven at this point. Although the Hongō channel mouth was three ken five shaku eight sun five bu wide, it was set at three and a half ken, with over two shaku added toward the riverway, making the riverway width approximately two ken. Since the riverway was relatively high, water could not easily flow over it, so the riverway was dredged and the downstream flow was repaired. Since the Hongō irrigation channel also opened upward, the channel embankment extended some thirty ken; therefore, although the water officials brought one gabion (jakago) basket, it would take too much time to use brushwood weirs (shigarami) for the rest, so three baskets belonging to the shrine community from the Jingūji temple pond were used.
After breakfast today, the magistrates (bugyō) turned out early, but since the water officials and the peasants had not yet arrived, they waited for quite some time at the deliberation hall before proceeding to the riverside. The peasants only began to gather around midday.
For this reason, the water officials were reprimanded for their negligence.
- Today, the ditch (hori-ogawa) of the Ōmiya-gō district also underwent ide-age, and the headman of Daitokuji, Nakauemon and others were present, with the assembled peasants dredging the waterway. It appeared that they planned to set up the irrigation channel in the evening.
- Today, the Hongō irrigation channel was set up as described above; however, since all channels including the Ikeda-chō well (■) and穴井 (Anaui) had been raised, if rain did not fall, the riverway would likely suffer severe drought. In that event, the allocation ratios should be readjusted as appropriate.
- In the evening, as the monthly duty officers and the six officers were returning after finishing the riverside work, they found that the Sannwakamarudayū was conducting upstream fishing (age-kawa) on the riverbank. Thinking that if he fled, the matter could be left alone, but as he showed no sign of fleeing, they had no choice but to call out to him. At that point, he moved upstream and then immediately re-entered the river. Since the monthly duty officers and six officers had publicly confronted him on this matter, they could not simply leave it unaddressed, and thus a report should be made on the 12th.
- In the evening, an official from the Ōno-gō district came to the meeting hall (kaisho) with a petition. They intended to perform the ide-age in Ōno the following day, but the irrigation channel was exceedingly high, making it very difficult to raise, and they were in great distress. They requested, if possible, fifty stakes (kuigi) and one hundred straw bales (tawara) as a grant. Since the monthly duty officers and six officers happened to be at the deliberation hall on their return from the inspection, Keneta reported this matter to the head shrine priest (kannushi), and Masahisa expressed the view that it would be appropriate to provide at least a small amount.
