[Continued from previous page — Deliberations at the Meeting Hall]
• (Continued from previous page) ...since he is available, I humbly request permission for co-residence. During the deliberations, Junkaku appeared again and stated: Regarding Kinzai, whom I mentioned in my request this morning, as there has been a bereavement among his relatives, I am withdrawing the said request for the time being.
• Izumo-no-suke Tomotoshi submitted the following: Regarding the role of Water Overseer (Mizukake-yaku), I have repeatedly requested to be excused at the previous meeting, but I have been firmly asked to hold the position until the next meeting. As there has been a sick person in my household since yesterday, and I am even unable to attend today's session, I earnestly request to be formally excused. The deliberation concluded that this was reasonable and that his request should be granted. In his place, Kii-no-kami Shigekuni was asked to take over the role, and he accepted.
• Regarding how to present a courtesy gift to the officials' rest area during the horse races: According to previous precedent, two to three ryō of silver was offered. For the rest area of the private envoy, even for a single day of the festival, two hundred hiki in gold was offered as precedent. This time, Funanojirō-dayū and Shige-dayū and others are involved over both the festival days and the horse race days, totaling three occasions or more, so even one hundred hiki seems insufficient. In particular, as this is the rest area for the Inspector (Metsuke), if the approach to courtesy gifts is handled poorly, there may be no one willing to accept such duties in the future, which would be most unfortunate. It was decided that this matter should be further consulted at the next meeting, where due consideration should be given.
• The Office Staff (Shokunaka) submitted: The silver payment for the fifth month is insufficient. Please arrange for additional silver funds. It was decided that the monthly duty officers (月番六役) and those entrusted with related duties should be gathered for a meeting and consultation in the near future.
• A report was given by the Construction Division: Regarding a recent petition for construction work on the Ikkigoken (一撃軒) at Takenohana, an inspection was carried out, and it was found that they wish to extend the northeastern eaves slightly. As the area is in the shade of bamboo groves and unlikely to attract notice, it was suggested that perhaps it would not be necessary to petition the authorities (public offices). However, concerns were raised that even if it goes unnoticed in the bamboo shade, setting a precedent for other structures could be problematic. Particularly for temple and hermitage structures, scrutiny from authorities tends to be especially strict. On the other hand, if the existing ground-level structure were to be dismantled and then extended, a formal notification might not be required — or perhaps the structure there may not be original. It was decided to conduct further investigation and bring the matter to the next meeting for a decision.
• Regarding the current drought, it was deemed appropriate to issue a strict notice prohibiting fishing in the rice paddies and fields.
• Due to the drought, the head priests (Shōjin-tōnaka) were instructed to perform rain-praying rituals (Kiu no Gokitō) beginning today for a period of one week (one seven-day period). Offerings of sacred sake were to be presented three times — at the beginning, middle, and end. A notice was sent to Tōnin Nobuyasu, and Mimikiyo attended.
• Regarding today's inspection of the shrine precincts: Shinchiyodayū reported that there were no irregularities within the shrine grounds.
• The Water Overseers, Mikawa-no-kami and Kii-no-kami, conducted an inspection of the fields today and reported that by this evening, approximately sixty percent of the fields are expected to be planted. Suenori submitted the following: The two Water Officials (Mizuyakunin), Matasaemon and Rokurobei, who were assigned this time, have been working diligently day and night in the fields during this period, and it was requested that they be lent their official rice stipends (yakumai). This matter was to be reported at tomorrow's small assembly (koyorikai).
• Regarding the matter of receiving water from the sacred pond (Miike) due to the drought: a small assembly (koyorikai) should be convened early tomorrow morning, with direct attendance on the same day. This matter was reported to the head priest this evening, and the Meeting Hall's Kentai was notified by the administrator (Zōshō) that preparations should be made early tomorrow morning. On the same occasion, consultations were also conducted regarding the matter of the water wheel (kuchiguruma)...
