**Regarding the Lady's Official Letter (Nyōbō Gohōsho)** In addition to the above, a copy of the Lady's Official Letter (Nyōbō Gohōsho) was brought along. Regarding the Lady's Official Letter, it was uncertain whether it was stored in the document repository (Bunko), as it could not be found in the chest kept by the shrine priest. Since opening the repository seemed inadvisable, a request was sent to the residence of Kunai Hohō asking to borrow it. Hohō came in person, and with the document on loan, Hohodo made a copy of the three-sheet letter in succession. The original was promptly returned to Hohō. A copy of the Lady's Official Letter is included as a separate document. **Petition from the Villagers of Doroike** During the small assembly (Kojima-kai), the village elders Kanemon and Jinsuke, the village official Saburōbei, and other villagers of Doroike came forward and made the following petition: "Water does not flow to the back side of the highway, making rice planting impossible, and there are those who have not even begun as of today. While the paddies along the front of the highway are largely planted and have ample water, water does not reach at all to the east side of the highway. We humbly request that an inspection be carried out." Since the official in charge, Mikawa-no-kami, was away in Kyoto on private business that day, Kii-no-kami was summoned to handle the matter. He instructed the villagers to return home for now, stating that an inspection would be conducted shortly. However, the villagers refused to leave, saying they would wait and accompany the official. Therefore, they were told: "We will conduct the inspection shortly, so if you have any petitions at the site, please raise them then. For now, please withdraw from this place." The village elders were thus instructed to withdraw and did so. The water officials (mizu-yakunin) were promptly summoned, and when Kii-no-kami questioned them, they stated that the villagers' claims were unreasonable. Nevertheless, since a petition had been made, it was determined that an inspection must be conducted at least once, and it was communicated to Kii-no-kami that the matter should be discussed upon Mikawa-no-kami's return. **Field Inspection** Regarding this matter, Kii-no-kami sent a messenger to Kyoto, and after Mikawa-no-kami returned promptly, both officials went together to conduct an inspection of the paddies. **Report by Representatives Narihisa and Hokaku Before the Hour of the Monkey (around 4 p.m.)** Before the Hour of the Monkey, the representatives Narihisa and Hokaku returned and reported as follows: "Upon visiting Lord Hino no Ben, the shrine steward (zōshō) Ishii Mondo came out to meet us. We explained the purpose of our petition and submitted both copies. We were told that Lord Ben was currently attending morning court and had taken the documents to the Imperial Palace, and were asked to wait a while. Mondo soon returned and informed us that, by Lord Ben's instruction, the petition had been received and acknowledged, and that we were free to leave as is for now." Hokaku stated: "Though it may seem presumptuous, since the drought is exceptionally severe this season and rice planting is an urgent matter of every moment, we asked whether we might wait at the inn. However, since this too had already been communicated to Lord Ben, who said in any case we should return home, we withdrew accordingly." The matter was reported to the Imperial Messenger (Go-Densō) and they returned home. **Results of the Doroike Field Inspection** After Mikawa-no-kami and Kii-no-kami returned from the field inspection, the following was reported: The water officials had told the Doroike villagers to draw water from the Jōdoji paddies and begin planting that very morning, but the villagers claimed they could not arrange the necessary labor (people and horses). While making such claims and yet petitioning the Kamo Shrine for an inspection was deemed improper, Mikawa-no-kami instructed them: "By all means, make every possible arrangement for labor and plant the paddies gradually." **Stipend Rice for Water Officials** Announced at the morning small assembly: it was unanimously decided that the stipend rice (yakuryō-mai) for the two water officials appointed this year, Matasaemon and Rokubei, would be communicated to the year-duty officials (nenban-chū) and disbursed accordingly. **Imamiya Mikoshi-Harai (Palanquin Purification Ceremony)** Today, the Imamiya Mikoshi-Harai (purification of the portable shrine palanquin) was held. This year, it was said that there were a great many procession floats and parade elements. --- **The 19th Day, Hour of the Dragon (around 7–9 a.m.), Clear; Light Rain at Dusk** Immediately after breakfast, a small assembly was held. Those in attendance were: Shrine Priests Masahisa, Narihisa, Kanenori, Noriki; Toshitoshi's representative Moriyuki; Hokaku; Hohodo; Scribe Naoyasu; Assembly Hall Official Kaneta; Water Management Officials Suenaga, Shigemune, and others.
