而被増候とも何卒御国力ニ叶御手薄之仕成ニ
被成置度儀と再三打返吟味被相尽候へ共
前文之次第ニ而外ニ見込無之他評有之様ニ
而者御瑕瑾ニも相成不容易義ニ付其通御
治定ニ相成候扨又 公辺御伺も相済候ニ付河
瀬重次郎幷支配之者御代官手附小島
専八一同浦賀江到着観音崎灯明堂平
根山之所々幷陣屋居小屋可取建場所等
細々及吟味夫より三崎へ罷越城ケ島等
是又致吟味罷帰見分之次第申上候ハ観
音崎之義先達而見分仕候通相房総三州之
要地御府内海口之咽喉枢要之場所ニ候間
御居被成台場取建方不目立様いたし仕懸
置候大筒江雨除之上屋を掛其傍江役々之
見張番所を設け火薬蔵建之観音寺持
山之木立見張打方ニ障候分ハ程能伐払
海上より台場之躰見透候場者樹木植
立候積同所御備人数陣屋之義異国船防方

増員されるとしても、何卒御国力に見合った、手薄にならない程度の備えにしていただきたいとの儀を、再三にわたって検討を重ねたが、前文の次第により外に見込みもなく、他に評判が立つようでは御瑕瑾(おきず)にもなりかねない容易ならざる義につき、そのとおり御治定となった。
さて、公辺への御伺いも済んだにつき、河瀬重次郎ならびに支配の者、御代官手附・小島専八が一同して浦賀へ到着し、観音崎・灯明堂・平根山の所々、ならびに陣屋・居小屋を取り建てるべき場所などを細々と吟味した。そこから三崎へ罷り越し、城ヶ島等もまた吟味して罷り帰り、見分の次第を申し上げたところ、観音崎の義については、先だって見分仕った通り、相州・房総三州の要地にして、御府内海口の咽喉・枢要の場所であるため、御居を置かれ、台場の取り建て方が目立たないようにして、仕掛け置いた大筒へ雨除けの上屋を掛け、その傍らへ役々の見張番所を設け、火薬蔵を建て、観音寺持ち山の木立のうち見張・打ち方に障る分は程よく伐り払い、海上より台場の体が見透かされる場所には樹木を植え立てる積もりとした。同所の御備え人数陣屋の義については、異国船防ぎ方の本主の義ではあるが、三浦・鎌倉両郡の御仕置を仰せ付けられた陣屋元となり、後来、自然と一揆等の変があった場合に……

…even if the forces were to be increased, it was earnestly requested that the defenses be maintained at a level appropriate to the domain's financial capacity (*kokuchikara*) so as not to leave them undermanned. This matter was examined repeatedly and at length; however, given the circumstances described above, there being no other viable option, and as allowing outside criticism to arise would constitute a blemish (*kizukizu*) upon the domain's honor—no small matter—it was decided to proceed exactly as proposed.
Now, having also completed the consultation with the Shogunate (*kōhen*), Kawase Jūjirō, together with his subordinates, the magistrate's assistant (*odaikan teduke*) Kojima Sen'hachi, all arrived together at Uraga and conducted a detailed inspection of the various locations at Kannonsaki, Tōmyōdō, and Hiranesan, as well as the sites where garrison quarters (*jin'ya*) and lodging huts (*ikogoya*) were to be constructed. From there they proceeded to Misaki, and also inspected Jōgashima and surrounding areas before returning to report their findings.
The report on Kannonsaki stated that, as had been observed during the previous inspection, it is a strategically vital location for the three provinces of Sagami, Awa, and Kazusa—the very throat and keypoint of the sea approaches to the capital (*gofu*). Accordingly, it was determined that a garrison should be stationed there, gun emplacements (*daiba*) constructed in an inconspicuous manner, rain-sheltering roofs (*uwaya*) built over the artillery already positioned there, watchtower guard posts (*mihari bansho*) for the relevant officials erected nearby, a powder magazine (*kayakugura*) constructed, and the trees on the mountain belonging to Kannonji temple that obstruct sighting and firing suitably cleared away, while trees were to be planted in places where the gun emplacements might be visible from the sea.
Regarding the garrison quarters for the troops stationed at that location: while the primary purpose is the defense against foreign ships, the site was also to serve as the headquarters for administering the two districts (*gun*) of Miura and Kamakura, and in the event that an uprising (*ikkō*) or other disturbance should naturally arise in future…
