是なり、地質調査部員の意見に依（よ）れば去る十五日午前八時過ハワイ島内若くは其近海に
於て突然火山胍の破裂あり爲に猛烈なる震源を生して海水爲めに翻騰し其餘勢四面に奔
放して急劇なる海嘯を生し其西北に向て押寄せたる海水本東北沿岸を洗ふたるものな
るべしと云ふ、然（しか）るに中央氣象臺員の意見に依れば海嘯の原因は全く海底の陥落則ち地

ああ、天変地異は人間の力の及ぶところではないとはいえ、夜陰に生臭い風が海を荒らして狂乱する怒涛となって勢いを増し、船舶を押し流し家屋を覆し、親は子を救うのに暇なく夫は妻を助ける道もなく、転々として悲鳴叫喚が瞬時にして三万有余の生霊を奪い、億兆の財産を蕩尽させ、名のある町や村がたちまちにして茫々たる荒原と変じ、数万の同胞が家なく衣なく食なく、飢えに迫られて炎熱で焼けるような白砂の上を彷徨することを思えば、誰が一片の憐情でその不幸を痛まないものがあろうか。まして足でこの地を踏み、目で見るにあたっては、その惨憺悽愴の光景は到底名状しがたいものがあるだろう。しかし、過ぎ去ったものは追うことができない。ただ広く天下の志士仁人に訴えて、そのわずかに身をもって免れた生存者の救恤を図ることにあるのみである。編者はここにその一連の奇変の状況を編んで広く同情の人に分かち、その収入の余金をもって聊か自分の微心を貫かんとす。願わくは四方の仁慈よ、これを購うに吝なるなかれ。

○大海嘯の原因性質及びその区域
海嘯の原因については二種の意見がある。すなわち地質調査部員の意見及び中央気象台員の意見である。地質調査部員の意見によれば、去る十五日午前八時過ぎハワイ島内若くはその近海において突然火山脈の破裂があり、そのため猛烈な震源を生じて海水がそのために翻騰し、その余勢が四面に奔放して急劇な海嘯を生じ、その西北に向かって押し寄せた海水が本東北沿岸を洗ったものであるという。しかるに中央気象台員の意見によれば、海嘯の原因は全く海底の陥落すなわち地すべりのようなものである。その説によれば、すべて海嘯の起こるのは風力のために起こるものと地震のために起こるものと二種ある。今回の海嘯が起きた前後においては太平洋上別に大風の起こったことを聞かなかった点からすれば、海嘯の原因は風力ではなくて地震にあることは明瞭であるとする。地震が海嘯を生ずる場合に二種ある。一は火山脈の噴裂によるものであって、他は地盤の陥落によるものである。そして学理と実例に照らすと、火山脈の噴裂によって生ずる地震はその震動の区域が割合に狭隘であるが、地盤の陥落によるものは震動の区域が頗る広闊なものである。今回の地震は北海道より内地東海岸において やや強度を示したけれども、その度合いをもって従来わが国の陸

Famous towns and villages instantly transformed into vast wastelands, and tens of thousands of our compatriots, without homes, clothing, or food, pressed by hunger, wander upon white sands that burn like blazing heat. When one thinks of this, who would not feel a fragment of compassion and pain for their misfortune? Moreover, when one treads upon this ground with one's feet and witnesses it with one's eyes, the tragic and desolate scene would be utterly indescribable. However, what is past cannot be pursued. There is nothing but to appeal broadly to the men of志 and benevolence throughout the realm and plan for the relief of those survivors who barely escaped with their lives. The editor here compiles the circumstances of this series of extraordinary disasters to share widely with sympathetic people, and with the surplus funds from its income, hopes to fulfill, however slightly, this modest intention. ○ The Causes, Nature, and Geographic Range of the Great Tsunami
There are two types of opinions regarding the causes of the tsunami: namely, the opinion of the geological survey staff and the opinion of the Central Meteorological Observatory staff.
