   御座候間右之趣御百姓共江も被申聞御百姓払    米も凶年口留之節ハ跡々之通他国江出し不申    様ニ致度存段則役人去春御代官所迄差越申    入候口留申付候内他国江出来御料米之外ハ越    前御領主方蔵米御用米之内他国江御出し候節ハ    時々御断御座候而俵数承出し申候御領主方御領地之    内町人百姓等商売之米穀ハ出し不申候   一御代官所之米穀ハ外之雑穀と紛不申様ニ御吟    味之上御代官中ゟ判鑑を以御百姓共勝手次第        無滞他国江付送り候而売払其代金を以御年貢    上納并雑穀調候ヘハ百姓甘ニ罷成候間右之通兵部大輔    役人と御申合被成度由御代官中ゟ御勘定所江御達    御座候間何レニも兵部大輔領分之内改ニ障り不申御代    官所之米穀通路成候様ニ了簡之儀御聞被成度    被仰聞得其意奉存候     右御書付之通 御料御百姓米之儀ハ御代官所     御吟味之上ハ私領米と紛無御座儀ニ奉存候へ共     御料御百姓等商米之儀願之儀ニ付口留之節も

御座候間、右の趣を御百姓共にも申し聞かせ、御百姓の払米も凶年の口留の節は、跡々の通り他国へ出さないようにしたいと存じる段、則ち役人が去春御代官所まで差し越して申し入れ候。口留を申し付け候内、他国へ出来る御料米の外は、越前御領主方の蔵米・御用米の内、他国へ御出し候節は、時々御断りがあって俵数を承り出し申候。御領主方御領地の内の町人百姓等商売の米穀は出さない候。 一、御代官所の米穀は外の雑穀と紛れないように御吟味の上、御代官中より判鑑を以て御百姓共勝手次第、 滞りなく他国へ付け送り候て売り払い、その代金を以て御年貢上納並びに雑穀調達候えば、百姓には甘くなり候間、右の通り兵部大輔役人と御申し合わせ成されたく由、御代官中より御勘定所へ御達しあり候間、何れにも兵部大輔領分の内の改めに障り申さず、御代官所の米穀通路成候ようにとの了簡の儀、御聞き成されたく由を仰せ聞かれ、得その意奉存候。 右御書付の通り、御料御百姓米の儀は御代官所御吟味の上は、私領米と紛れることなく御座する儀に奉存候えども、御料御百姓等商米の儀、願いの儀に付き口留の節も

Therefore, this matter should also be communicated to the farmers, and regarding the farmers' rice sales, during times of crop failure when export restrictions are in place, we wish to prevent exports to other provinces as has been done traditionally. Accordingly, officials went to the magistrate's office last spring to make this request. While export restrictions are in effect, except for imperial rice that can be exported to other provinces, when rice from Echizen domain lords' storehouses and official rice is exported to other provinces, permission is sought each time and the number of rice bales is reported before export. Rice and grain for commercial purposes by townspeople and farmers within the domain lords' territories are not exported. 1. Rice and grain from the magistrate's office should be carefully inspected to ensure they are not confused with other miscellaneous grains, and with certificates from the magistrates, farmers may freely send them to other provinces without delay for sale, and with the proceeds pay their annual taxes and procure miscellaneous grains, which would benefit the farmers.
