無相違執行仕候殊ニ公武之御祈祷として
毎年執行仕候競馬会ノ馬も一番は倭文庄
《割書:美作国》二番ハ金津庄《割書:加賀国》三番ハ安志庄《割書:播磨国》
四番ハ土田庄《割書:能登国》五番は福田庄《割書:出雲国》如此
廿疋共其名付于今御座候近代迄此国々ノ知行ニ而
相調申候へ共今程ハ彼国々ノ神領落申候ニ付氏人
之給田家領諸役人迄石かゝりを仕り神主并
諸役人等ニ下行仕候又十二番ノ馬は正祝十四番は
権祢宜可相調馬ニて御座候得共是も社家中ゟ下行
仕候今程之社司神主祢宜祝をかゝへ社領を過分ニ知
行仕なから其役職之入用をも不仕候而却而社家
中神事懈怠仕候由申かけ候以外虚言ニ而御座候
将又祝方之御神供も百年以来仕り来候分ハ当
年迄無懈怠執行仕候御事
一社頭御修理之義訴申候今度御造営之砌迄御
鎮座ノ社三十余拝殿舎屋廿余鳥居橋以下ニ

滞りなく執行してきております。特に公家・武家のご祈祷として毎年執行しております競馬会の馬につきましても、一番は倭文庄(美作国)、二番は金津庄(加賀国)、三番は安志庄(播磨国)、四番は土田庄(能登国)、五番は福田庄(出雲国)というように、二十疋すべてにその名称が今も残っております。近年まではこれらの国々の知行によって調達してきましたが、今はそれらの国々の神領が失われてしまいましたので、氏人の給田・家領・諸役人に至るまで石高割りを行い、神主および諸役人等に給付しております。また十二番の馬は正祝が、十四番の馬は権祢宜が調達すべき馬でございますが、これも社家中より給付しております。現在の社司・神主・祢宜・祝は、社領を多分に知行しながら、その役職に必要な費用の負担もせず、かえって社家中が神事を怠っているなどと申し立てておりますが、これはまったくの虚偽でございます。また祝方の御神供も、百年以来執行してきた分は、当年まで滞りなく執行しております。
一、社頭のご修理の件について訴えておりますが、今度の御造営の際まで、御鎮座の社三十余、拝殿・舎屋二十余、鳥居・橋以下に

In particular, regarding the horses for the kemari-kai [horse racing ceremony] conducted every year as prayers for both the court nobility and the warrior class: the first horse comes from Shitori-no-shō (Mimasaka Province), the second from Kanatsu-no-shō (Kaga Province), the third from Anshi-no-shō (Harima Province), the fourth from Tsuchida-no-shō (Noto Province), and the fifth from Fukuda-no-shō (Izumo Province). All twenty horses continue to retain their designations to this day. Until recently, these horses were procured through the landholdings in those provinces, but as the shrine domains in those provinces have now been lost, we have levied assessments by koku [rice yield] on the stipend fields of the ujibito [shrine-affiliated people], family landholdings, and various officials, distributing payments to the head priests and various officials. Furthermore, the twelfth horse should be procured by the shōhafuri [chief hafuri priest], and the fourteenth horse by the gonnegi [assistant negi priest], but these too are now being provided from among the shrine community. The current shashi [shrine administrators], kannushi [head priests], negi [priests], and hafuri [celebrant priests], while holding a disproportionately large portion of the shrine domains, bear none of the expenses necessary for their official duties, and on the contrary accuse the shrine community of being negligent in the performance of ceremonies — this is a complete falsehood. Furthermore, the divine offerings [goshinkō] of the hafuri group that have been performed for the past hundred years continue to be carried out without fail up to the present year.
Regarding the petition concerning repairs to the shrine buildings: up until the time of the recent reconstruction, there were more than thirty shrine sanctuaries, more than twenty worship halls and auxiliary buildings, and torii gates, bridges, and other structures below these...
