一御神事懈怠仕候由申かけ候何頃始而闕申候哉何之
記録を以申上候哉御尋被成可被下候返答書申上候
ことく近代迄上り申候諸国之御神事料は落申候へ共
当知行仕候分ニ石かゝりをいたし百年以来仕り来候御
神事ハ随分勤申寛永三年ハ五十年以来ノ大
旱にて賀茂領之物成三百石程も無御座候得共三百
石ニ余り候神事をつとめ申候加様ニ神事を勤申候処
は王城之地ニハ御座有間敷と常々ハ自慢仕事ニ候
其上神事之役義ヲ欠申候事ハ訴人森松下なと近
年仕事ニ御座候森治部か家役として親祖父ゟつな
き来候競馬ノ馬弐疋ノ入用をも去年ゟ始而社人中へ
なけかけ申候又松下兵部ゟ家役として親祖父より
出し申候競馬ノ検断田ノ本役米壱石八斗出し候を
寛永十一年ゟ始而いたし不申候加様ニ昔より始而出し
申候仕来候家役之神事料を欠申候て皆社人中え
なけかけ候へ共御神事を欠申候事無勿体と

一、神事を怠っているという申し立てについて、いつ頃から初めて欠かしたのか、またどのような記録に基づいて申し上げているのか、お尋ねいただきたく存じます。返答書に申し上げましたとおり、近年まで諸国からの神事料は収納できておりましたが、現在知行している分については石高割りを行い、百年以来続けてまいりました神事は十分に勤めております。寛永三年(1626年)には五十年以来の大干ばつとなり、賀茂領の収穫高が三百石ほどしかありませんでしたが、それでも三百石を超える費用のかかる神事を勤め申しました。このように神事を勤めているところは、王城の地(京都)においても他に例がないと、常々自負していることでございます。
その上、神事の役義を欠かしているのは、訴人である森・松下などが近年行っていることでございます。森治部の家役として、親・祖父から引き継いで続けてきた競馬の馬二疋の費用負担を、去年から初めて社人中に押し付けるようになりました。また松下兵部の家役として、親・祖父の代から拠出してきた競馬の検断田の本役米一石八斗を、寛永十一年(1634年)から初めて拠出しなくなりました。このように昔から代々受け継いできた家役の神事料を欠かしながら、その負担を皆社人中に押し付けておきながら、神事を欠かすことは恐れ多いと

One item: Regarding the allegation that we have been negligent in performing the sacred rites (神事), we respectfully request that you inquire as to when exactly these rites were first said to have been neglected, and upon what records this claim is based. As stated in our written response, while the shrine ritual fees (神事料) from the various provinces have fallen into arrears in recent years, with respect to the lands currently under our administration, we have implemented a per-koku levy system and have continued to perform the shrine rites that have been observed for the past hundred years without fail. In the third year of Kan'ei (1626), there was the worst drought in fifty years, and the yield from the Kamo domain amounted to barely three hundred koku; nevertheless, we carried out the sacred rites, which require expenditures exceeding three hundred koku. We have long taken pride in the fact that there is no other place in the royal capital (Kyoto) where sacred rites are performed with such dedication.
Furthermore, it is in fact the plaintiffs — Mori, Matsushita, and others — who have been neglecting their ritual duties in recent years. The two horses for the horse-racing ceremony (競馬), which had been the hereditary household duty (家役) of Mori Jibu, passed down from his father and grandfather, began only last year to be pushed onto the community of shrine people (社人中). Additionally, the foundational duty rice (本役米) of one koku and eight to from the referee's field (検断田) for the horse-racing ceremony, which had been the hereditary household duty of Matsushita Hyōbu, contributed by his father and grandfather before him, was for the first time left unpaid beginning in the eleventh year of Kan'ei (1634). In this manner, the plaintiffs have been neglecting the hereditary household ritual fees that have been passed down and observed since ancient times, and pushing all such burdens onto the community of shrine people, while nonetheless [having the audacity to claim that] neglecting the sacred rites is an outrage...
