(The French Navy's) greatness, while perhaps not ranking first among all the nations of the world, was no lower than second place; and they prided themselves on the belief that only the navy of Great Britain — which for many years had boasted of its mastery over the waves — could rival them. The people of France were by nature not those who made seafaring their primary occupation. Therefore, their engagement in maritime trade and commerce was extremely limited, and in this respect they were inferior to the peoples of even smaller nations who diligently pursued such work.
