但右之通に候へは若触命体にも及候者有之候はゝ厚吟味之上可被相達候
一金田忠七忰清太郎久保仲蔵忰長蔵右両人当時御用も無之候間三人ふちも被下置
候へ共厳敷御倹約に付向後被相止候其段可被申聞候
一諸向過人之分一統浮人に被仰付連々相応之明所も有之節吟味之上入人に可被成下候間
廿八年以前酉年人高之積を以過人之分浮人に致候名元書付可被指出候過人之儀は
委細各方ゟ可被相達候事
但先達而被差出置候書付相渡候

御奉行
○御普請方・御作事方共に御定の金高にて済ませるように云々
一、下賜物を減らす旨
一、御道具類で急がない分は修理を二、三年見合わせる旨
一、諸方面での紙の使用その他何によらず減らす旨
一、渡り人の吟味の件
一、二人扶持を下賜されている浮人は、今まで御憐愍により差し置かれ入人に申し付けられたが、明いた後の入人の件もそれほど無い趣が聞こえる。よって御扶持を取り上げる。その段を申し渡すこと。
ただし、右の通りであれば、もし生活に困窮する者があれば、厚く吟味の上相達すこと。
一、金田忠七の息子清太郎、久保仲蔵の息子長蔵、右両人は当時御用も無いので三人扶持も下賜されているが、厳しい御倹約により今後は止める。その段を申し聞かせること。
一、諸方面の過剰人員の分は一統浮人に申し付け、連々相応の空きも有る節は吟味の上入人に成し下される。二十八年以前酉年の人員数の積算により過剰人員の分を浮人とする。名簿を提出すること。過剰人員の件は委細各方面より相達すること。
ただし先達て提出された書付を相渡しする。
御用人
○御徒の者の件で、年寄りまたは病気であれば相願い事として、今までは御憐愍により早速それぞれ申し付けられたが、行き届かない筋も聞こえるので、今後は吟味の上申し付ける旨。
一、御小人・御小道具・御草取りの内、過剰人員があるので浮人に申し付け、連々相応の空き所へ入人に成し下される旨。
一、御駕籠小頭嶋田源内は年寄りにつき小頭を免じ、一生二人扶持を下賜。残る小頭三人の内一人は浮人になること。
御側
○御小姓目付は五人いるが、最前の通り四人に申し付け、明減に申し付ける旨。
金津奉行
○組の内三人が過剰人員なので浮人に申し付ける旨。
御目付
○御土蔵番二人を明減に申し付け、かつまた目中の件は詳細に吟味すべき旨。
忍預り
○忍の者組下役を浮人に申し付ける旨。

Regarding floating personnel (unassigned workers) receiving two-person stipends: Until now they have been kept on out of compassion and assigned as regular personnel, but there seem to be few openings for regular positions afterward. Therefore, their stipends will be withdrawn. This matter should be conveyed to them.
However, if there are those who would face severe hardship, this should be reported after careful examination.
1. Kinda Tadashichi's son Seitarō and Kubo Nakazō's son Chōzō: These two currently have no official duties, so although they receive three-person stipends, due to strict economizing measures, this will be discontinued going forward. This matter should be communicated to them.
1. Excess personnel from all departments will be uniformly designated as floating personnel, and when appropriate openings become available in succession, they may be assigned as regular personnel after examination. Based on personnel calculations from the Year of the Rooster 28 years ago, excess personnel will become floating personnel. Name registers should be submitted. Details regarding excess personnel should be reported from each department.
However, the documents previously submitted will be returned.
Chamberlain (Goyōnin)
○Regarding foot soldiers: When they become elderly or ill, they make requests, and until now they have been quickly reassigned to other positions out of compassion, but since there have been reports of inadequate arrangements, going forward such reassignments will be made only after examination.
1. Among the minor attendants, small tool handlers, and groundskeepers, there is excess personnel, so they will be designated as floating personnel and successively assigned to appropriate openings.
1. Palanquin supervisor Shimada Gen'uchi will be relieved of his supervisory duties due to old age and granted a lifetime stipend for two persons. One of the remaining three supervisors will become floating personnel.
Personal Attendants (Osoba)
○There are five pages' supervisors, but as before, four will be appointed and one position will be eliminated.
Kanazu Magistrate
○Three persons within the group are excess personnel and will be designated as floating personnel.
Inspector (Metsuke)
○Two warehouse guards will have their positions eliminated, and furthermore, matters within their purview should be examined in detail.
Ninja Supervisor
○The subordinate officers of the ninja group will be designated as floating personnel.
