天は渾淪たる一気であり、重（層）の数があるわけではない。ただ外が内を制し、剛が柔を制するという原理によって、気はしだいに遠ざかるにつれてしだいに弱まり、ついに永遠の静けさに至る。そこで便宜上、重の数を分けて測定の基準としているのである。万の変化はすべて一気から生じ、万の動きはすべて一つの動きから生じる。微妙にして測り知れないものは、この動きをおいて他にない。新語（新しい説）に曰く：「天体はもともと一つであるが、それぞれの働き（政）があり、上下の位置関係はあるものの、同じ一つの心を持ち、ともに一つの制（法則）のもとにある。諸々の天体はみな左旋（左回り）するが、時には自ら輪の中を運行し（自転のように動き）、押し退けられたり転がり進んだりすることもあり、ついには逆行しているように見える形が生じる。しかしその実、これらはすべて前進しているのである。」

Heaven is a single, undivided primordial qi — there are in truth no distinct layers or numbered spheres. It is simply that the outer governs the inner, and the firm governs the yielding; thus, the further the qi extends outward, the more it diminishes, until it reaches a state of perfect, eternal stillness. The division into numbered layers (celestial spheres) is therefore adopted merely as a convenient framework for astronomical measurement. All ten-thousand transformations arise from this single qi; all ten-thousand motions derive from this single motion. There is nothing more subtle and inscrutable than this motion.
The "New Theory" states: "The celestial bodies are fundamentally one, yet each has its own governing function (政). Though they occupy different positions above and below, they share a single unified intention and together operate under one governing principle. All the celestial bodies revolve to the left (westward), yet at times they follow their own orbital cycles — being pushed back or rolling forward — so that they appear to move in retrograde. In reality, however, they are all in fact advancing."
