〇馬喰町御貸付金致拝借候面々之内数年延納有之別而年賦納等ニ被成下候分連年納方等閑之向も不少如何之事ニ候
　右ハ勝手向困窮とハ乍申銘々不覚悟ゟ事起り候儀ニ有之候処返納之期月を指延度所存ゟ家来共不筋之
　手寄を求め文面を以難渋之筋を取締如何敷取計等有之趣相聞不束之事ニ候今般格別之以
　思召御貸付金半高棄捐残半高無利足ニ被成下猶又新規御貸付金も可被仰付との儀莫大之
　御仁徳難有奉存銘々弥倹素を守御奉公勤続之儀ハ勿論之事ニ有之此後無拠訳を以拝借相願候共兼
　而返納方之心掛致し置可被相願候若従来之流弊ニ泥ミ不納候而ハ此度棄捐無利足等被仰出候詮無之
　候間向後御貸出候分不納無之様可被心掛候右之通相達候上ニも是迄之幣風を追ひ不束之取計於有之ハ
　其もの曲事ハ勿論主人越度たるへく候条家来共へも急度可被申渡候右之通可被相触候

馬喰町の御貸付金を借り受けた者たちの中に、数年にわたって返納を延滞している者があり、特に年賦納付を認められているにもかかわらず、毎年の納付を怠っている者が少なくなく、これは誠に困ったことである。

このことは、各自の家計が困窮しているとはいえ、もとはといえば本人たちの心掛けの悪さから生じていることである。それにもかかわらず、返納の期限をさらに延ばしたいという思惑から、家来たちが筋の通らない伝手を頼って、書面をもって困窮の事情を訴え、不適切な取り計らいを求めるといった事態が生じていると聞き及んでおり、まことに不届きなことである。

このたび、格別のお慈悲をもって、貸付金の半額を棄捐（免除）し、残りの半額は無利息とされ、さらに新たな貸付も行われるとのことで、これは誠に莫大なご仁徳であり、有り難く存じる。各自はいよいよ倹約・質素を守り、お奉公を勤め続けることは言うまでもないことであり、今後やむを得ない事情により借用を願い出る場合も、あらかじめ返納の心掛けをしたうえで申し出るべきである。もし従来の悪習に染まって返納を怠るならば、今回の棄捐・無利息の措置も意味をなさないことになるので、今後は貸し出された分について滞納のないよう心掛けるべきである。

以上のように達した上でも、なお従来の悪弊に従い不届きな取り計らいをする者があれば、その者自身が罰せられるのはもちろん、主人の責任も問われることになるので、家来たちへも厳しく申し渡すべきである。右の通り触れ知らせること。

Among those who have received loans from the Bakuro-chō lending office, there are many who have been delinquent in repayment for several years, and in particular, those who have been granted installment repayment plans have not infrequently been negligent in their annual payments. This is a most troubling state of affairs.

While it may be said that each individual's household finances are in hardship, this situation has its origins in the lack of proper diligence on the part of the borrowers themselves. Nevertheless, it has been reported that, out of a desire to further delay the repayment deadlines, retainers have been seeking improper connections and submitting written petitions claiming hardship, thereby requesting inappropriate accommodations. This is most reprehensible conduct.

On this occasion, through extraordinary benevolence, half of the outstanding loan amounts are to be cancelled (kien), the remaining half is to be made interest-free, and furthermore, new loans are also to be extended. This represents an immense act of virtue and is received with the deepest gratitude. It goes without saying that each individual must henceforth observe greater frugality and economy and continue in their duties of service. Even in cases where one must inevitably apply for a new loan in the future, one should do so only after having made adequate preparations for repayment. If anyone should sink back into the old bad habits and fail to repay, the measures of debt cancellation and interest-free loans granted on this occasion will have been in vain. Therefore, all must take care to ensure there are no arrears on future loans issued.

Even after the above notice has been delivered, should anyone continue to follow past corrupt practices and engage in improper conduct, not only will that person themselves be punished, but their master will also be held accountable. Therefore, this must be strictly communicated to all retainers as well. The foregoing is to be circulated accordingly.
