**覚（おぼえ）**
一、このたび京都の銭座において大銭が製造され、世間での流通を自由にするためのものであるから、諸国いずれにおいても、商売における受け取りや支払いに滞りなく、現在の新銭に混ぜて流通させること。ただし、大銭一銭はこれまでの十銭に相当するものとする。
一、これまでの新銭の相場は金一両につき銭三貫九百文から四貫文までと定め、それより高くも安くもならないよう遵守し、大銭を混ぜて流通させること。
付記：大銭は当年四月より流通させること。
一、大銭を他所において偽造した者がいた場合は、厳罰に処すること。以上。
閏正月
**同年 大御目付衆より仰せ渡し**
一、馬のたてがみ（首毛）を振らせることは、古来なかったことであり、その上、火事の際にも役に立たないものであるから、今後は一切無用とすること。
八月十四日

**大御目付衆御書付写し**
〇一、馬のたてがみ（くひ毛）を振らせることについて、先ごろ無用との旨を触れ知らせたが、馬の健康を損なうわけでもないことであるから、従来通りたてがみを振らせてよい。以上。
正月十九日 大目付衆
先年仰せ出された折、こちらでは御触れを出すまでもないとしたので、今回もあらためて御触れを出すには及ばないが、心得のため写しを送り届けてきた。
〇一、御老中への個別の問い合わせをやめ、月番の老中へお伺いを立てるべき旨、大御目付衆より申し来た。
〇このたびの御法事（将軍家の法要）に際し、大赦が行われる。それにより、諸家中ならびに領分の百姓等に至るまで、公儀へ伺いを立てていた者はもちろん、自分の裁量で罪科を申し付けておいた者たちも、差し許しても仕置きに差し障りのない者については、その事情に応じて相応に赦免し、あるいは帰参等の措置も主人の判断で宥免されることが適切である。その趣旨を心得られたい。以上。
二月二十一日 大目付

酒の運上（税）は今後免除される。御料・私領ともにその趣旨を心得られたい。以上。
三月
右につき、これまで御酒屋どもへ下し置かれた御数（割当量など）は残らず廃止すること。御奉行三人へ預け置かれた酒の検査（改め）に当たる足軽十五人は、さしあたりそのまま置いておく旨。

**Hōei 5th Year (1708), Year of the Rat**
**Memorandum**
Item: Large coins (*ōsen*) have been newly minted at the Kyoto mint (*zenigoza*) for the purpose of facilitating free circulation in society. Therefore, throughout all provinces, without exception, these new large coins shall be mixed and circulated alongside the current new coins without delay in commercial transactions of receiving and paying. Note: One large coin (*ōsen*) shall be equivalent to ten of the current coins.
Item: The exchange rate of the current new coins is fixed at between 3,900 and 4,000 *mon* per *ryō* of gold. This rate shall be strictly maintained without deviation, and large coins shall be mixed in and circulated accordingly.
Addendum: Large coins shall begin circulation from the fourth month of this year.
Item: Anyone found to have counterfeited large coins elsewhere shall be severely punished. The above.
Intercalary First Month
**Same Year — Directive from the Senior Inspectors (*Ō-metsuke*)**
Item: The practice of causing horses to shake their manes has no precedent in earlier times, and furthermore serves no useful purpose in the event of fire. Therefore, this practice shall henceforth be entirely prohibited.
Fourteenth Day of the Eighth Month

**Copy of a Written Notice from the Senior Inspectors**
〇 Item: Regarding the shaking of horses' manes, notice was previously issued that this was unnecessary; however, as this practice causes no harm to the horses, it shall henceforth be permitted as before. The above.
Nineteenth Day of the First Month Senior Inspectors
When the previous directive was issued, we judged that it was not necessary to issue a formal notice here, and accordingly, no formal notice need be issued this time either; however, this copy has been sent for your information and awareness.
〇 Item: Notice has been received from the Senior Inspectors that individual inquiries directly to members of the Senior Council (*Rōjū*) shall cease, and all inquiries shall henceforth be directed to the *Rōjū* serving as the current monthly duty officer (*tsuki-ban*).
〇 On the occasion of the current memorial Buddhist service (*hōji*) for the shogunal house, a general amnesty (*taisha*) has been granted. In connection with this, for all members of the various households as well as the peasants of their domains, those who had matters pending before the authorities (*kōgi*) as well as those who had been subjected to punishments by their own lords' discretion — to the extent that pardoning them would not create any impediment to proper justice — shall be granted amnesty or permitted to return to service (*kizan*), as appropriate to the circumstances, at the discretion of their lords. This is considered proper. Please be made aware of the above. The above.
Twenty-First Day of the Second Month Senior Inspectors
**Memorandum**
The levy (*unjo*) on sake shall henceforth be abolished. Both public (*goryō*) and private domains (*shiryō*) shall be made aware of this. The above.
Third Month
In connection with the above, all quotas and allotments (*kazu*) previously granted to sake brewers (*sakaya*) shall be abolished entirely. The fifteen foot soldiers (*ashigaru*) responsible for sake inspection, who had been placed under the authority of the three magistrates (*bugyō*), shall for the time being remain in their positions.
