1. Tenmei 4th year (1784), year of the Dragon: Regarding the high prices of rice and grain in various provinces in recent years, particularly the price increases since last year, hoarding of rice and grain is prohibited, and buying and selling rice shipments along transport routes between provinces is also forbidden. Furthermore, those who, without properly petitioning the appropriate authorities, take advantage of this situation to form factions, destroy houses, and commit other unreasonable acts will be investigated and punished. Official proclamation - April
●Same as above - Same as Tenpō 8th year (1837), year of the Rooster, April: Official proclamation regarding simple remedies using rapeseed due to epidemic diseases spreading throughout the provinces - May
●Regarding travelers on the highways conducting themselves properly at post stations without illegal acts, this has been proclaimed since previous years, but recently it has become lax. Many horses and porters beyond legal requirements are being provided to post stations along the highways, and there are illegal acts by travelers, causing hardship extending even beyond the post stations and assisting villages (sukegō). Therefore, the principles of the official documents repeatedly issued since previous years must be increasingly observed. Henceforth, the weight of all cargo shall be strictly regulated according to official standards, and everyone must attach identification tags indicating ownership when submitting goods.
1. Regarding relay horses: Send retainers for lodging arrangements a day or two in advance to leave a seal at the post stations with the details recorded. For horses, palanquins, porters, etc. other than those pre-arranged, nothing should be provided to those without this seal, and this instruction should be given to accompanying retainers and inn staff in advance. When horses, palanquins, porters, etc. are needed during travel due to illness or injury, report to officials and record the circumstances on the seal for approval. Send this seal to the post station officials, compare it with the seal left at the post station, provide the horses, palanquins, porters, etc., and afterward have retainers collect the seal from the catering staff and ensure proper payment of fees. Since this procedure has already been communicated to post stations by the highway magistrate, keep this in mind and ensure no mistakes occur during repeated travels.
1. Departure time limits are from 7 AM, and lodging is limited until 5 PM. Changes to predetermined lodging arrangements are acceptable only when there are unavoidable circumstances, but arbitrarily changing lodging without reason is prohibited. Night-time express messenger services should also be discontinued as much as possible.
1. Henceforth, lending picture tags (efu) to townspeople and using them for luggage to court nobles, temple abbots, and samurai households is strictly prohibited.
1. Regarding fees for horses and porters paid at post stations: some travelers have left advance payment tags, but among these, some payments are insufficient and do not reach the previous station. Therefore, measures should be taken to prevent such occurrences, and in case of shortage, strict payment must be made on the day of travel.
1. Henceforth, porters for post-station palanquins and long carrying boxes must not be reduced from the official number, and fees for horses/porters and inn charges must be paid without discrepancy. This applies strictly even to foot soldiers and through-porters and their supervisors. Having porters carry personal items while riding free horses or palanquins, taking money through gambling, and collecting sake money from porters and then sending them back are strictly prohibited. This must be strictly enforced for accompanying retainers and contracted porters. This principle has been communicated to post stations in advance, and when such misconduct occurs, it can be reported to the highway magistrate for deliberation and strict punishment of retainers and contractors. Keep this in mind. These principles must be strictly observed henceforth. Even if there are inadequacies among group supervisors and retainers, the responsibility will fall on the officials and masters as their fault. Keep this in mind - June. These principles should be proclaimed.
