船乗寄次第可打払旨改而被仰出候間船方漁民等弥厳重ニ相守船々乗筋等可成丈異船ニ出合
さる様心掛可申候若異国人ニ親ミ候儀を隠置後而於相顕者可被処厳科有体訴出候ハヽ一旦同
意之者ニ而も御褒美可被下候間不相包可申出者也 二月
右之趣浦々江建札致し置候様向々へ可被相触候

〇異国船渡来之節取計方従前々数度被仰出有之をろしや船之儀ニ付而ハ文化之度改而相触候次第も
候処いきりす之船先年於長崎及狼藉近来所々へ小船ニ而乗寄薪水食料を乞去年ニ至
候而ハ猥ニ致上陸或ハ廻船之米穀嶋方之野牛等奪取候段追々横行之振廻其上邪
宗門勧メ入候致方も相聞旁難被捨置事ニ候一体いきりすニ不限南蛮西洋之儀ハ御制禁邪
教之国々候間以来何れ之浦方ニおゐても異国船乗寄せ候を見受候ハヽ其所ニ有合候人夫を以
不及有無一図ニ打払逃延候ハヽ追船等不及差出其分ニ差置若押而致上陸候ハヽ搦捕又者
打留候而も不苦候本船近付居候ハヽ打潰候共是又時宜次第可取計旨浦方末々之者迄申含追
而其段相届候様改而被仰出候間得其意浦々備手立之儀ハ土地相応実用専一ニ心掛手重
過不申様又怠慢も無之永続可致便宜を考銘々存分ニ可被申付候尤唐朝鮮琉球抔ハ船形人
物も可相分候へ共阿蘭陀船ハ見わけも相成兼可申右等之船万一見損打繕候共御察度ハ有
之間敷候間無二念打払を心掛図を不失様取計候処専要之事ニ候条無油断可被申付候

様子難被捨置次第ニ付被仰出事ニ候条精々入念可被申付候

○各国の廻船や漁船が海上において異国の船と親しく交わることは、以前から禁止されていることである。今回、各浦において異国船が接近次第打ち払うよう改めて命じられたので、船方や漁民等はいよいよ厳重にこれを守り、船々の航行筋等はできる限り異国船に出会わないよう心がけること。もし異国人と親しくした事を隠しておき、後で発覚した者は厳罰に処される。ありのままに訴え出れば、一旦同意した者であっても褒美を下されるので、隠すことなく申し出ること。二月
右の趣旨を各浦に立札して置くよう、関係各所に触れ渡すこと。

○異国船渡来の際の取り計らい方については従来数度命じられており、ロシア船の件については文化年間に改めて触れ渡した次第もある。イギリス船は先年長崎において狼藉に及び、近来各所へ小船で乗り寄せて薪水食料を求め、去年に至っては勝手に上陸したり、廻船の米穀や島方の野牛等を奪取するなど、次第に横行の振る舞いが目立つ。その上、邪宗門を勧め入れる行いも聞こえており、ともに捨て置き難い事である。一体イギリスに限らず南蛮西洋の国々は御制禁の邪教の国々であるので、今後いずれの浦方においても異国船が乗り寄せるのを見受けた場合は、その場にいる人夫をもって、有無を言わさず一図に打ち払い、逃げ延びれば追船等を出すには及ばずそのままにしておき、もし強引に上陸すれば搦め捕るか打ち留めても構わない。本船が近づいているなら打ち潰すのも、これまた時宜次第で取り計らうよう、浦方末々の者まで申し含め、追ってその旨届け出るよう改めて命じられた。その意を得て、各浦の備え手立ての件は土地相応で実用を専一に心がけ、手重過ぎないよう、また怠慢もなく永続できる便宜を考え、銘々存分に申し付けること。もっとも唐・朝鮮・琉球などは船形や人物も見分けがつくであろうが、オランダ船は見分けも困難であろう。これらの船を万一見損なって打ち繕っても御沙汰はないであろうから、二念なく打ち払いを心がけ、図を失わないよう取り計らうことが専要の事であるので、油断なく申し付けること。
二月
○異国船が各国へ渡来したり海上で出会った際の、関係各所からの届書は、多分荒増しの事ばかり申し聞かせ、内実の事情は分かり難い事もあるので、今後は浦方末々まで隠すことなくありのままに申し出るよう兼ねて申し含め置き、とかく事実に相違なく申し聞かせることが専要であろう。今回異国船打ち払いの件が命じられたのも、事を好む筋ではないけれども、近来の様子では捨て置き難い次第につき命じられた事であるので、精々入念に申し付けること。

○It has been prohibited since ancient times for Japanese coastal vessels and fishing boats to fraternize with foreign ships at sea. Now it has been newly ordered that foreign ships should be repelled immediately upon approach to any harbor. Therefore, ship crews and fishermen must observe this more strictly than ever, and vessels should take care to avoid encounters with foreign ships as much as possible on their routes. Those who conceal fraternization with foreigners and are later discovered will be severely punished. However, those who report honestly will be rewarded even if they initially consented to such contact, so they should report without concealment. Second month

○Regarding procedures for dealing with foreign ship arrivals, orders have been issued numerous times in the past, and regarding Russian ships in particular, new instructions were circulated during the Bunka era. British ships committed outrages at Nagasaki in previous years, and recently have been approaching various locations in small boats requesting firewood, water, and provisions. Last year they went so far as to land arbitrarily and seize rice from coastal vessels and wild cattle from islands, showing increasingly lawless behavior. Furthermore, they are heard to be promoting heretical religions, making their actions doubly intolerable. Generally speaking, not only Britain but all Southern Barbarian and Western nations are prohibited heretical countries. Henceforth, when foreign ships are sighted approaching any harbor, use whatever manpower is available to repel them without question. If they flee, there is no need to pursue with ships—let them go. If they force a landing, capture or kill them without concern. If the main ship approaches, destroying it is also acceptable depending on circumstances. This has been newly ordered to be communicated down to the lowest-ranking personnel at all harbors, with reports to follow. Understanding this, harbor defenses should be appropriate to local conditions, emphasizing practicality, being neither overly elaborate nor negligent, and arranged for long-term sustainability according to each location's discretion. Of course, Chinese, Korean, and Ryukyuan ships can be distinguished by their vessel shapes and people, but Dutch ships may be difficult to identify. If such ships are mistakenly attacked, there will be no blame, so focus on repelling without hesitation and take measures not to lose the initiative—this is of paramount importance, so implement without negligence.

○Regarding reports from various authorities about foreign ships arriving in different regions or encountered at sea, many contain only rough approximations and make it difficult to understand the actual circumstances. Henceforth, instruct even the lowest-ranking harbor personnel not to conceal anything and report honestly, making factual accuracy in reports the top priority. The current order to repel foreign ships is not issued out of desire for conflict, but because recent circumstances cannot be overlooked. Therefore, implement with the utmost care.
