〇諸国酒造減石之儀三分一造候積先達而被仰出候処追々厳重之被仰出有之ニ付御料所之内三河遠江

　　申渡候間兼而御触之通被相心得御領分村々之者右之趣意精々行届候様可被取計候

〇近年違作之国柄も有之江戸入津米無数米価雑穀共此節甚高直ニ相成下々致難儀候ニ付御救等被下置其
　　外米穀融通宜様早々御沙汰も有之折柄故諸家中扶持米丈ハ銘々領分知行所ゟ相廻し候様可被心
　　得候尤凶作皆無同様之場所或ハ運送手間取候場所等ハ格別左も無之分ハ江戸ニ而買入候儀可成丈勘弁致し
　　可被取計且余分ニ相廻し扶持米程ハ除置其余市中へ相払候儀ハ不払候
　　右之通万石以上以下共領分知行所有之面々へ可被相触候　十一月御奉行へ心得

○諸国の酒造減石の件について、三分の一の製造量とする積もりで先だってお申し出があったが、追々厳重なお申し出があったため、幕府直轄領のうち三河・遠江・甲斐・信濃・陸奥の五か国については酒造を全面停止するよう申し付け、その他の国々については四分の一の製造量とする積もりで代官・預所役人へ申し渡した。かねてからのお触れの通り心得て、御領分の村々の者にこの趣旨がよく行き届くよう取り計らうこと。
これは大久保加賀守殿へお伺いした上でお達しする。十一月

○近年凶作の国もあり、江戸に入ってくる米が不足し、米価・雑穀とも現在非常に高値となり、庶民が困窮している。そのため幕府からの救済などが下され、その他米穀の流通がよくなるよう早々にお沙汰もある時節であるから、諸家中の扶持米だけは各々の領分・知行所から送り回すよう心得ること。もっとも、凶作で皆無同様の場所や運送に手間取る場所などは格別として、そうでない分については江戸で買い入れることをできるだけ控えて取り計らい、かつ余分に送り回した扶持米ほどは除いておき、その余りを市中へ売り払うことは控えること。
この通り、万石以上・以下とも領分・知行所を持つ面々へお触れすること。十一月　奉行へ心得

Proclamation

○ Regarding the reduction of sake brewing in various provinces, it was previously announced that production should be reduced to one-third. However, following increasingly strict orders, the five provinces of Mikawa, Tōtōmi, Kai, Shinano, and Mutsu within the shogunal domains (goryōsho) are ordered to completely cease sake brewing, while other provinces should reduce production to one-quarter. This has been communicated to the intendants (daikan) and administrators of entrusted territories. In accordance with previous edicts, ensure that this directive is thoroughly communicated to the villages in your domains.
This notice is issued after consultation with Ōkubo Kaga-no-kami. Eleventh month

○ In recent years, there have been crop failures in various regions, resulting in insufficient rice shipments to Edo. Rice and grain prices have become extremely high, causing great hardship to the common people. As the shogunate is providing relief measures and other policies to improve grain distribution will be announced soon, all daimyo households should arrange to have their stipend rice (fuchigome) sent from their respective domains and fiefs. However, areas with complete crop failure or locations where transportation is difficult are exceptions. For other areas, refrain as much as possible from purchasing in Edo and make arrangements accordingly. Furthermore, set aside the amount equivalent to the extra stipend rice sent, and refrain from selling the remainder in the city markets.
