御勝手年来御指支之処今年之儀ハ無拠御入増も
有之候町方之儀も近年別而困窮之趣達
御聴ニも候得共外ニ被成方無之ニ付御才覚金別紙
書付之通被 仰付候右ニ付此度嶋田清左衛門被遣
御意之趣御書付相渡候尤一統ニ可被 仰付候得共
左候而者困窮之時節末々軽き者共別而可致難義
事ニ候間支配下頭立候者共吟味有之右金高相応ニ
被致割符可被申付候尤右御書付之趣を以被申聞格別
之御用ニ候間随分致出精御用立候様可被申聞候此度
之儀者組頭御用達札所元〆等江も無差別可被取扱候

御勝手（財政）は年来差し支えているところ、今年はやむを得ず御入増（費用の増加）もあり、町方のことも近年特に困窮の趣、御聴にも達してはいるが、外に方法がないにつき、御才覚金（臨時調達金）を別紙書付の通り仰せ付けられた。これにつき、この度嶋田清左衛門を遣わされ、御意の趣を御書付として相渡す。もっとも、一統（全員一律）に仰せ付けるべきところではあるが、左様にしては困窮の時節、末々の軽き者共が特に難儀を致すことになるから、支配下において頭立った者（有力者）が吟味（検討）の上、右の金高を相応に割符（割り当て）して申し付けるべきである。もっとも、右御書付の趣をもって申し聞かせ、格別の御用（緊急の用務）であるから、随分（できる限り）出精（尽力）して御用に立てるよう申し聞かせるべきである。この度のことは、組頭・御用達・札所・元〆等へも差別なく（同様に）取り扱われるべきである。御返済の儀は、当暮（今年の年末）より少分の利息を指し添えて、追々（順次）……

Memorandum of Instructions
The domain's finances have been strained for many years, and this year unavoidable increases in expenditure have occurred. It is well known to His Lordship that the townspeople's districts have also fallen into particular hardship in recent years; however, as there is no other recourse, an emergency levy of funds (o-saikaku-kin) is hereby ordered, as set forth in the attached written notice. In connection with this matter, Shimada Seizaemon is dispatched on this occasion to deliver the written notice conveying His Lordship's intentions. Although it would ordinarily be appropriate to impose this obligation uniformly upon all parties, doing so in these times of hardship would cause particular distress to those of lower station and the common people. Therefore, prominent and leading individuals within each administrative jurisdiction are to deliberate and apportion the required sum appropriately among those under their charge, and issue instructions accordingly. Furthermore, the substance of the aforementioned written notice is to be explained to the relevant parties, and as this is a matter of exceptional urgency, they are to be instructed to exert every effort and render assistance as fully as possible. In this instance, the matter is to be handled without distinction, applying equally to group leaders (kumigashira), domain purveyors (go-yōtashi), exchange offices (fudasho), and chief administrators (motojime). Regarding repayment: beginning from the end of this year, a modest amount of interest will be added, and repayment will be made steadily in due course……
