突然押し出してきた、かつてないほどの早い大水で、思いがけない事態となりましたため、家屋の流失はもちろんのこと、溺死者も数多く出ているものと思われます。その上、多分に損地も生じることと存じ、心痛しております。詳細については追って調査の上ご報告申し上げますが、まずはこの段をご報告申し上げます。以上。

The floodwaters burst forth so suddenly and with unprecedented speed, catching us entirely off guard, that we fear not only many houses have been swept away, but also that a considerable number of people have drowned. Furthermore, we anticipate that extensive damage to agricultural land will have occurred, and this causes us deep distress. We will investigate the full details and report them to you in due course, but for now we humbly submit this preliminary notification. Respectfully.
