御目見濟ゟ私共諸郡立會申談御用被仰付一昨七日迄
相談居申所質屋株居油株幷牛馬皮御益増品々
被仰出之内質屋株之義御下知被仰付ニ付写仕御達申候
南北與頭庄屋へ相渡趣上書
郷分之義臨時融通ニ相應ニ相見暮候者取質仕来盗賊召捕
吟味ニ付盗物相顕行絶候節相混候義も有之ニ付彼是
取調之上先為試市郷とも今度質屋株居申付左之通
被仰付候条夫々申渡方可遂了簡候事
一市中之義是迄質商賣仕懸り六拾八軒程之義今度
質屋株居ニ申付候事
一郷中之義以前ゟ質屋仕来居申分郡之別帳名面之者
幷今度新ニ質屋仕度旨願出候名面之者共夫々質屋
株居ニ申付候条此段可申渡候就而ハ軒別ニ懸札相渡事ニ候条
懸札一様ニ相拵可指出事
一右質屋共之内勝手を以質屋相止度旨申出候ハヽ其時之

お目見え済みより私どもは諸郡で立ち会い申し談じ、ご用命を仰せつけられ一昨日七日まで
相談いたしておりました件で、質屋株・灯油株並びに牛馬皮のご利益増進品々について
仰せ出されました内、質屋株の件についてご下知を仰せつけられましたので、写しを作成してお達し申し上げます。
南北与頭庄屋へ相渡す趣旨の上書
郷分においては、臨時の融通に応じて見受けられる者が質取りを仕来たり、盗賊召し捕りの
吟味につき盗品が相当明らかになり行き絶たれる節に混同する事もこれあり、それについて
取り調べの上、まず試しとして市郷ともに今度質屋株居を申しつけ左の通り
仰せつけられますので、それぞれ申し渡し方について了解を遂げるべきことです
一、市中については、これまで質商売を仕掛けている六十八軒程について、今度
質屋株居を申しつけること
一、郷中については、以前より質屋を仕来たり居申す分、郡の別帳名面の者
並びに今度新たに質屋をいたしたい旨願い出た名面の者ども、それぞれ質屋
株居を申しつけますので、この段申し渡すべきです。ついては軒別に掛札を相渡すことになりますので
掛札を一様に相拵えて指し出すべきこと
一、右質屋どもの内、勝手をもって質屋を止めたい旨申し出る場合は、その時の

In rural areas, those who appear to respond to temporary financial needs have been conducting pawn business, and when stolen goods become evident during investigations of captured thieves and such activities are terminated, there are cases of confusion occurring. Therefore,
after investigation, as a trial measure, both urban and rural areas are now ordered to establish pawnshop licenses as follows,
so each should understand the method of notification:
1. Regarding urban areas: approximately sixty-eight establishments that have been conducting pawn business up to now shall be assigned pawnshop licenses.
2. Regarding rural areas: those who have been conducting pawnshop business from before and are listed in the district registers,
as well as those who have newly applied to conduct pawnshop business, shall each be assigned pawnshop licenses, so this matter should be announced. Accordingly, signboards will be distributed to each establishment,
so signboards should be prepared uniformly and submitted.
