〇去る丑(うし)年十月二十八日、諸向(もろむき)への宿状(しゅくじょう)はもちろん、御用状(ごようじょう)たりとも、随分かさ低(ひく)にいたし、暮れ時(くれどき)以前に差し出すよう、もっともかさ高(だか)の封物(ふうもの)は受け取り申さない段、相触れ(あいふれ)の通りご心得あるべく候。自然、公私ともにかさ高の書状等を差し立てられる節、相返(あいかえ)し候ては却(かえ)って差し支える筋にもなり候間、いよいよ相馳(あいはせ)申さぬよう、ご心得あるべきこと。

附録
一、天保四巳(み)年(1833年)四月、左の通り御持(おもち)十二組小頭(こがしら)共へ申し付けのこと。
〇御飛脚を差し立てられる節、御持筒組(おもちづつぐみ)の者・小頭共の御用向き、并(ならびに)詰(つめ)の者の宿状(しゅくじょう)の分は、至って(いたって)かさ低に仕立て、その組より五歩(ごぶ)ばかりにて差し出すよう、度々申し付け置き候ところ、それぞれ伝(つて)をもって別封(べっぷう)等差し出し候趣(おもむき)相聞こえ(あいきこえ)候。以後、別封はもちろん、小頭状(こがしらじょう)たりとも封かさ(ふうかさ)にて差し出し候えば、皆受け取り申すまじき旨(むね)に候間、猶又(なおまた)小頭手前(てまえ)にて歩かさ(ぶかさ)いたし、心配(しんぱい)差し出し申すべきこと。

〇 As has already been circulated on the 28th day of the 10th month of the preceding year of Ushi (Ox), all parties are to be reminded of the following: letters to lodgings (shuku-jō) as well as official correspondence (go-yō-jō) are, without exception, to be made as compact and low in bulk as possible and submitted before dusk. It has already been circulated that bulky sealed items (fū-mono) will not be accepted. Be advised that if bulky letters — whether for public or private affairs — are sent and returned unaccepted, this may in turn cause inconvenience. Therefore, one must take all the more care not to send such bulky items.

Appendix
1. Tenpō 4, Year of the Snake (1833), 4th month: The following was ordered to the unit leaders (kogashira) of the twelve squads of the御持 (o-mochi) [guard units]:
〇 When official couriers (o-hikyaku) are dispatched, the official correspondence and lodging letters (shuku-jō) of the members and unit leaders (kogashira) of the御持筒組 (o-mochizutsu-gumi, musket-bearing guard squads), as well as those of stationed personnel (tsume no mono), are to be packed to the smallest possible bulk and submitted through the squad at a weight of approximately five bu (a small unit of weight/bulk). Although this instruction has been issued repeatedly, it has come to our attention that various individuals have been submitting separately sealed letters (beppū) through personal connections and intermediaries. From this point forward, separately sealed letters — and indeed any letter from a unit leader that is bulky in its sealing — will not be accepted without exception. Therefore, it is once again directed that unit leaders themselves take care to reduce the bulk and weight of their correspondence before submission.
