**Memorandum**
○ Regarding letters sent via the domain courier (*ohikyaku*): It has long been established by rule that such letters should not be bulky or lengthy. However, in recent years, a large number of excessively voluminous letters have been observed. Henceforth, letters written merely as a matter of routine duty shall absolutely cease, and only letters containing actual business (*yōji*) are to be sent. If this is observed, letters to each person's lodgings will also be reduced, and ultimately this will serve the benefit of each individual. With this understanding in mind, letters are to be composed so as to be as concise as possible.
Furthermore, regarding letters of request sent through personal connections (*tejiri*) to domain officials: although until now such requests have been made through acquaintances, from this point forward this practice is strictly to cease. The officials have likewise been instructed on this occasion not to accept such requests. Please take note of the above, and submit correspondence to the *goyūhitsu* (official secretarial) office as before.
The above having been newly proclaimed on this occasion, please be guided accordingly by all parties.
Second month
As indicated in the attached document, a notice has been issued in Edo. A notice to the same effect is hereby to be circulated to the various monthly-duty officials here in the domain as well, as commanded. Please be informed accordingly. The above.
Ninth day of the second month
Postscript: Please also communicate the above to those under your supervision. The above.
Lord Katō Buemon
○ Regarding the New Year's ■ fee (likely: *orei-sen*, formal monetary gift/fee): It has been decreed that, starting from next spring, the amount shall be reduced by half for a period of five years.
