Toyohashi City Historical Discourse (Imperial Restoration and Yoshida Domain) 578
**Main Text:**
The foregoing has been a brief account of the course of events relating to the Imperial Restoration. Now, what attitude did our Yoshida Domain take during the period described above? This is something I feel I must explain in some detail below.
**The Movements of Yoshida Domain**
As already described in detail in the previous chapter, our Yoshida Domain served in the post of Osaka City Commissioner from the sixth month of Bunkyū 2 until the second month of Keiō 1. During that period, the principal participants in domain administration were the chief elder (karō) Nishimura Jiuemon and the advisory councillor Kojima Kansō.
As previously mentioned, Kojima Kansō was a gifted scholar who had graduated from the Shōheikō academy, had stayed in Mito for an extended period, and had been personally influenced by Fujita Tōko. From an early age he had harbored deep conviction in the great principle of reverence for the Emperor. However, as you all know, the house of our domain lord was a hereditary retainer (fudai) of the Tokugawa clan, bound to dedicate body and household entirely to that family's service. One can therefore well appreciate the inner anguish that Kansō must have felt—something that becomes truly evident even today when one studies his surviving manuscripts. The document presented below is one of the memorials that Kansō submitted in response to an inquiry from the domain lord Nobuhisa.
**Kojima Kansō's Position Paper**
As you will recall, in Bunkyū 2, when Lord Ōhara Sanmi descended to the Kantō as Imperial Envoy and presented the so-called "Three-Point Policy" to the shogunate, Nobuhisa privately had that policy copied and shown to Kansō for his private review, asking for his opinion. This document should be regarded as the first part of Kansō's response at that time. Since the circumstances of that period have already been described in detail in the previous chapter, there is no need to repeat them here. In any case, it was an era of great clamor, when the movement advocating reverence for the Emperor and expulsion of foreigners was rising with tremendous force. For a retainer of Yoshida Domain—hereditary vassal to the Tokugawa house—to submit such opinions to his domain lord must be assessed as truly bold and forthright statements. I therefore believe that one can gain a fairly good understanding of the views that Kansō harbored at the time. It is regrettable that although there should exist a second part responding more specifically to the Three-Point Policy, it has since been lost and cannot be found. Nevertheless, even this document alone—though lengthy—is considered an extremely

important reference for understanding the views of Yoshida Domain at that time. I shall therefore present the text in its entirety here.
⦿ Response to Your Inquiry
Regarding the one volume which I was graciously permitted to review on the 21st of last month, and regarding the request that I submit my humble views thereupon—while I am deeply overawed by this task, as it has long been your inner wish and in truth I cannot refrain, nor can I ask to be excused, I shall set aside all other considerations, and without hesitation or concealment of taboo subjects, offer my humble and unworthy views one by one as follows.
(Marginal note: The other day, in haste, I had the opportunity to inquire about the broad outlines of your thinking. However, upon retiring and reflecting carefully, I found that my own views and conclusions differ greatly from your thinking and estimates in several respects. Accordingly, since the text would contain much that is sensitive and awe-inspiring, I had begun to draft a written response, but thought it best to reconsider the complete draft again carefully two or three times before submitting it. However, as I was then urgently assigned other duties, the draft—as mentioned at the end of this document—was not completed to my satisfaction from beginning to end, and I humbly submit it as it stands without further revision. Moreover, since you have made this inquiry, it would defeat the purpose of the inquiry if I merely said things that aligned with your thinking. Furthermore, it is well known that wise rulers of past and present have often posed questions with one direction in mind while pointing in another direction—this being considered a key technique by which wise rulers test their men. For all these reasons, I present the following without reservation, and humbly beg your indulgence.)
However, though it need not be said, my humble views are based entirely on universal principles throughout history and the common opinion of the realm; accordingly, I have no basis upon which to inquire into the detailed particulars of the matter, and what I offer is akin to the humble offering of greens by a woodcutter—without any refined taste or special insight. I therefore sincerely request that you be so kind as to hear me out with compassion, and to simply disregard whatever may seem inappropriate.
I humbly present this response in the form of a rough written document. The one volume with which I was unexpectedly asked to familiarize myself is an august imperial rescript of the Emperor addressed to the present domain lord—a matter of vast consequence for the realm. For one as lowly as myself to read it is in itself already a matter of great trepidation, and to presume to criticize or evaluate it in any way feels like an offense deserving the severest divine punishment. Yet I secretly reflect that the present critical relationship between order and disorder in the realm, and the bond between the Imperial Court and the shogunate, is as precarious as the proverb of a single hair holding a weight of a thousand gold pieces: should that bond be severed in an instant, the realm will collapse into ruin; yet if that bond ultimately holds, then not only will the Tokugawa house be blessed, but the Imperial Nation, the Imperial House, and all under heaven will enjoy security for all generations to come. As to whether that bond breaks or holds—with great trepidation I now submit that...
