So Nobuhisa immediately set out quietly for Yoshida from the Ise road, accompanied only by two attendants.
**[Marginal note: Nobuhisa enters Yoshida Castle together with the Lord of Nagaoka]**
Along the way, he traveled together with Lord Makino of Echigo Nagaoka, boarded a ship at Matsusaka in Ise, arrived off the coast of Maeshiba, and then immediately sailed up the Toyokawa River, entering Yoshida Castle on the twelfth day of the month. Given these circumstances, the shock felt throughout the castle town of Yoshida was considerable, and all manner of rumors swirled about. Before long, however, the domain retainers who had been staying in Osaka returned to the castle in small groups, and within the castle there were extensive deliberations about the future course of the Yoshida Domain. It appears that the domain lord Nobuhisa had engaged in deep private discussions with Lord Makino, with whom he had traveled, and I have been told that his view was that out of the duty and loyalty owed to the Tokugawa house from the time of his ancestors, he must share the fate of the Tokugawa clan to the very end. There were of course those who agreed with this position, but men like Hozumi Seiken, as previously mentioned, had been proponents of opening the country from the very beginning, and viewing the shogunate's policies as something that had emerged from unavoidable historical necessity, they strongly objected to the actions of the Choshu Domain.
**[Marginal note: Domain opinion decides in favor of submission]**
Nevertheless, the majority view held that given the prevailing tide of events, opposing the Satsuma-Choshu alliance would amount to resisting the imperial army, and that at this juncture, it was proper to adopt a compliant stance—all the more so since even the former Shogun himself had taken an extremely submissive position. Fortunately, this became the unanimous decision of the domain. Accordingly, it was decided to send the senior retainer Ishikawa Sakuemon to Kyoto without delay. The document submitted to the authorities in Kyoto at the time reads as follows:
*"Regarding the Lord of Gyōbu-no-tayū: although he was summoned to proceed to Kyoto early last winter, as we previously petitioned for a postponement, owing to illness the matter was delayed repeatedly, for which we offer our deepest apologies. On the third of this month, senior retainers were dispatched from Osaka to receive orders, but unexpectedly on that same day a disturbance broke out, and they turned back partway and returned to the domain. Although the Lord of Gyōbu-no-tayū himself returned to the domain on the twelfth of last month despite his illness, and should have proceeded to Kyoto regardless, as his condition makes it exceedingly difficult to do so, we humbly offer our apologies. Senior retainer Ishikawa Sakuemon is now proceeding to Kyoto to receive your orders, and we hereby respectfully notify you. Respectfully submitted."*

**[Left page, main text:]**
At this time, the Imperial Court appointed Hashimoto Jitsuryō as the Pacification Commander-General (Chinbu Sōtoku) of the Tōkaidō, and Yanagiwara Sakimitsu as his deputy, and directed them first toward Kuwana. These two commanders led troops from the Higo (Kumamoto) Domain, departing Kyoto and establishing a position at Yokkaichi on the twenty-third of that month. On the twenty-eighth, they finally took possession of Kuwana Castle. At this time, the Yoshida Domain was also urged to dispatch troops. This came initially in the form of a notice sent to the Yoshida Domain on the seventeenth day of the first month, in the names of Yamase Kanbei and Maeda Keinosuke, two retainers of the Higo Domain attached to the Pacification Command:
*"As orders have now been issued for the complete subjugation of all enemies of the Court, and an attack upon Kuwana Castle is to take place shortly, you are hereby notified that there is official business requiring your attention. One senior official is to proceed immediately to Ōtsu post-station."*
In response, the Yoshida Domain dispatched one senior official and two chief inspectors (daikansatsu) from Yoshida in great haste that very day. On the nineteenth, this party encountered the pacification force at Minakuchi post-station and presented themselves at the lodgings of the two commanders. The directive from the two commanders was that a suitable force should be dispatched to the camp at Yokkaichi by the twenty-second of the month for the subjugation of Kuwana. Furthermore, they were instructed to station guards along the coastal areas of Yoshida domain territory to intercept anyone who might attempt to escape from the Kuwana direction by sea. The domain officials promptly acknowledged these orders and returned to the domain, immediately setting the arrangements in motion. The deployment to Yokkaichi duly proceeded, and the person who led the Yoshida domain troops at that time was, I am told, Mr. Matsui Yuzuru, who later served for many years as the Governor of Atsumi County here in Toyohashi. The domain record dated the twenty-sixth day of the first month notes the event as follows:
*"In accordance with the directive received at Minakuchi post-station on the twentieth, troops were dispatched to Yokkaichi post-station and duly notified, whereupon our prompt deployment was commended, and we were ordered to guard the beach at Hamakawa in that area."*
**[Marginal note: The Issue of Arai Checkpoint]**
At the same time, the domain was ordered to conduct intelligence operations regarding the shogunal forces in the Suruga region, and furthermore:
*"Regarding the checkpoint at Arai post-station in Tōtōmi Province: as this is a strategically vital location on the Tōkaidō road and a place where the fortunes of enemy and ally may be reversed, orders are hereby given that, effective immediately, defensive fortifications are to be constructed to guard against eastern forces…"*
