那須治資、小山等が先規の役を変更し、常陸・下野の者共が
法を守らず、これにより諸家の輩が無礼で度を越している。
一つには不平の根源であり、一つには当地支配の難儀である。
そちらからなお一層、綱等に対して堅く下知を加えられ、先規の
通り異変無きようにと希望するところである。恐々謹言

This is both a source of discontent and a difficulty in governing this territory.
I hope that you will give even stricter orders to Tsuna and others from your side, so that there will be no disturbances as per established precedent. With fear and respect.
