被成下候御実効当に
御一新之御旨趣に符合戊辰以来現今
朝勢奉職之族別紙奏任以上名録之外
官員若干名且其余教員又夫々之方
向に寄社会等に而有名之族夥敷在之は
全く予而篤き 思召之被為届難有御効験也
又庶民一般学事に付而は文部省ゟ御仁恤之被
仰出に而津々浦々山間之僻諏迄学校御役置御世
話被成下 皇国之人民文盲之ものさき様との御趣
意なれは学資賦課に付彼是苦情相歎ものありては
心得違不取済事
文盲之話
いつの頃か人品よき無筆之侍大名町通り
けるに草鞋はきたる飛脚体之もの書状を
持て平伏し此行先き名あては何方に候哉何
卒御読被下と慇懃に尋けるに子細ら敷
顔に而手に取質に見様にすかして云ふ様
爰へ来る迄外に而も尋しやと問ひしに則
あちこちにて見て貰ひましたと云ひけれは
其様に方々で読みさかしたるものがどふして
よめるものかと云ひて投返せしと
現代語訳
なされた御実効は、まさに御一新の御旨趣に符合し、戊辰以来現今に至るまで、朝廷に奉職する者たちの別紙奏任以上名録の外にも、官員若干名、かつその余の教員、またそれぞれの方向において社会等で有名な者たちが数多くいるのは、全く予てからの篤い思し召しが届いた有り難い御効験である。
また庶民一般の学事については、文部省より御仁恤が仰せ出されて、津々浦々山間の僻地まで学校を御役所に置き、御世話をなされ下さり、皇国の人民で文盲の者がないようにとの御趣意であるから、学資賦課について彼是と苦情を嘆く者があっては、心得違いで取り済まない事である。
文盲の話
いつの頃か、人品の良い無筆の侍が大名町を通りかかったところ、草鞋を履いた飛脚体の者が書状を持って平伏し、「この行き先の宛名は何方でございましょうか。何卒お読み下さい」と慇懃に尋ねたところ、仔細らしい顔をして手に取り、透かして見るようにして言うには、「ここへ来るまでに外でも尋ねたか」と問うたので、すぐに「あちこちで見てもらいました」と言ったので、「そのように方々で読み尽くしたものがどうして読めるものか」と言って投げ返したという。

The actual results achieved truly conform to the intent of the Meiji Restoration. From the Boshin War until the present, in addition to the separate list of those appointed to positions of sangi (senior counselor) rank and above who serve the imperial court, there are also a considerable number of government officials, various teachers, and many people famous in society in their respective fields. This is entirely due to the beneficial effects of His Lordship's profound consideration from long ago.
Regarding education for the general populace, the Ministry of Education has issued benevolent decrees, establishing schools even in remote mountain villages throughout the land and providing care, with the intent that there should be no illiterate people among the subjects of the Imperial nation. Therefore, for anyone to complain about educational fees and taxes would be a misunderstanding and inexcusable.
A Tale of Illiteracy
At some time in the past, a well-bred but illiterate samurai was passing through Daimyo-machi when a courier-like person wearing straw sandals prostrated himself with a letter in hand and politely inquired, "Where is this letter addressed to? Please be so kind as to read it for me." The samurai took it with a serious expression, held it up to the light as if examining it, and asked, "Did you ask others before coming here?" The courier immediately replied, "Yes, I had people look at it here and there." The samurai then said, "If so many people have already tried to read it, how could I possibly read it?" and threw it back.
