今度油稼之義従来
御公制之御旨趣御解被仰付手広稼相調候義御触達
被遊御国用之油何分出増成候様重々取究尤菜種
油之義者是迄郷分ゟ市中へ売出候に付已来売出候
見当員数相定候究方も可有之哉幷綿実人力絞
之義市郷勝手次第稼被仰付候得共右品水車稼者
已前御引合も有之壱ケ所に相約綿実は市中へ取都
右稼所へ相廻白油之義は市中引請に而相商候様
可被仰付右彼是御仕菅向相調於郷分格別迷惑筋
無之哉と被仰付奉畏候然処菜種油是迄之姿多分
板野郡油屋ゟ市中へ売出候様相見其余迚も少々宛
売買可仕も商人共直段高下絞草多少時宜に応し
取計申に付聢と目当之数難相立訳合委細先達而
申上其侭被遊現に綿実水車之義壱ケ所に相都候而は
自然綿実売捌直段相応第一是迄雑費に引
下料に相成候程機稼之小民迷惑成申右費者
御国力をも相失候に引合可申に付郷分弁利之場所に而
水車御免被遊右雑費相除候様被仰付度申上候所
御公義之御仕成水車之ケ所御定に有之江戸地におゐて

Regarding the matter of oil production this time, we have been granted interpretation of the traditional governmental regulations' intent, and have received official notification to expand our operations. It is most important that we thoroughly investigate ways to increase production of oil for national use. Concerning rapeseed oil, as it has been sold from rural areas to urban markets until now, might there be methods to determine and establish projected quantities for future sales? Additionally, regarding manual pressing of cotton seeds, while we have been permitted to operate at the discretion of urban and rural areas, concerning water-powered processing of these goods, there have been previous consultations, and we propose consolidating operations at one location, with cotton seeds collected in urban areas and sent to the processing facility, while refined oil would be traded through urban intermediaries. We humbly acknowledge your inquiry about whether arranging these various administrative matters would cause any particular hardship in rural areas. However, regarding rapeseed oil, in its current state, it appears that most is sold from oil merchants in Itano District to urban markets, and while the remainder could be traded in small quantities, since merchants calculate based on price fluctuations, quantities of pressed materials, and seasonal timing, it is difficult to establish reliable target numbers.
