御公制御趣意御解被仰付国々任弁利手広相稼候様之
御触に随尤綿実上方相減大坂兵庫絞草之外
彼地実直段も自然高直に至り居申趣にも相聞候に付
御国内水車稼余分有之歟不都合之下直に候得者
商人共利欲に迷右実内分積出候様相運御国産之
油も相成可申煩も難計奉存候
一前顕之通申上候得とも綿実者郷分而已に拘り候様可被思召上
候得とも右品価相衰候得者
御城下御奉公人片間借長屋暮市中裏家住糸機
稼之者多是以貧者之義に候得者迷惑可仕御国は綿作
不仕他国ゟ積入候分市中に引請郷分へ売出し候上
手職に繰出候事故実は御国産菜種にも等一旦
商家之手を経候物故尚市に帰候義は会釈仕候得者
右裏家住之者売出候弁利とも相成纔之商利を捨
不軽費を除御国力をも相増貧者を救候旨趣を以
市郷一致可仕道も可有御坐哉尚是等之義も御讃談
被仰付可相成義に候得者農商之無隔屹と御取行被仰付
郷分におゐて絞立候綿実白油之義者市中へ積出相商
候様被仰付義は其ケ所々員数積相立取究も出来可仕方と奉存候

御公制の御趣意をお解きになられ、国々の便利に任せて手広く稼ぐようにとの御触れに従い、もっともなことながら、綿実が上方へ相当減り、大坂・兵庫の絞り粕のほか、かの地の実の直段も自然と高値に至っている趣きにも相聞こえますにつき、御国内の水車稼ぎに余分がありましょうか。不都合の安値でありますれば、商人共が利欲に迷い、右の実を内分で積み出すよう相運び、御国産の油も相成るべき煩いも計り難く存じ奉ります。
一つ、前に述べました通り申し上げましたとも、綿実は郷分のみに拘ると思し召し上げられましょうが、右の品価が相衰えますれば、御城下御奉公人の片間借り長屋暮らし、市中裏家住まいの糸機稼ぎの者が多く、これもまた貧しい者の義でありますれば、迷惑をいたすでしょう。御国は綿作をせず、他国より積み入れる分を市中に引き請け、郷分へ売り出した上で手職に繰り出すことでございます故、実は御国産菜種にも等しく、一旦商家の手を経る物故、なお市に帰る義は会釈いたしますれば、右の裏家住まいの者の売り出す便利とも相成り、わずかの商利を捨て、軽からぬ費用を除き、御国力をも相増し貧者を救う趣意をもって、市郷一致すべき道も御座候でしょうか。なおこれらの義もご相談をお申し付けになり、相成る義でありますれば、農商の隔てなく、きっとお取り行いをお申し付けになり、郷分において絞り立てる綿実白油の義は市中へ積み出し相商うようお申し付けになる義は、その箇所々々の員数積もり相立て、取り究めも出来るべき方法と存じ奉ります。
