申上覚
油稼之義古来ゟ手艸手絞之
御公制有之所今度右唱を止め何者之作候絞草にても
日用の燈油梅花類とても水車人力に不相限御国用
相弁候種一カ年分目当て付置大坂兵庫へ相廻候様
製法可仕旨従
御公義御差明来候趣御触達被遊一統奉畏罷有候
然る所右御触之基左之御ケ條申談取究方存寄
可申上旨被仰渡奉畏候
一油稼之義文化度取調へ候節宝暦株所持之外無株
稼来候者は一応指留候上新に願出候者は勝手次第之事
右御趣意におゐては是迄稼来候者相続仕義故何以
煩布子細無御坐義と奉存候事
一綿実菜種之義稼人共相対勝手次第売買申付
取計候事
右御ケ條売買之義菜種者時々相場是以出来之節
市郷商人共作人之者へ打廻り売買仕是迄不都合
之義無御座候尤綿実者
御公制に付武市増助末條清蔵佐那河内村にて水車

申し上げ覚
油稼ぎの件につき、古来より手草手絞りの
御公制があったところ、今度右の唱えを止め、何者の作った絞り草でも
日用の燈油・梅花類であっても、水車・人力に関わらず、御国用を
賄う種の一か年分の目当てを付け置き、大坂・兵庫へ回すよう
製法すべき旨、
御公儀より御指し明けになった趣、御触達遊ばされ、一統畏み奉り罷りあり候。
然るところ、右御触れの基、左の御ケ条申し談じ取り究め方存じ寄り
申し上げるべき旨仰せ渡され奉り畏み候。
一、油稼ぎの件、文化度取り調べ候節、宝暦株所持の外、無株で
稼ぎ来た者は一応指し留め候上、新に願い出候者は勝手次第の事。
右御趣意においては、これまで稼ぎ来た者が相続仕る義故、何ら
煩わしき子細無く御座る義と存じ奉り候事。
一、綿実・菜種の件、稼ぎ人ども相対し勝手次第売買申し付け
取り計らい候事。
右御ケ条売買の件、菜種は時々相場これにより出来の節、
市郷の商人どもが作人の者へ打ち回り売買仕り、これまで不都合の
件無く御座候。もっとも綿実は

Memorandum to be submitted
Regarding oil production, there has been an official regulation since ancient times concerning hand-grass and hand-pressing methods. Now, this practice is to be discontinued, and regardless of who produces the oil seeds, whether for daily lamp oil or plum blossom [oil] types, whether using water wheels or manual labor, the manufacturing method should involve setting aside a year's worth of seeds to supply the domain's needs and sending [the surplus] to Osaka and Hyogo. This directive has been clarified by the shogunate, and the notification has been issued. We all humbly acknowledge and comply with this.
However, based on the above notification, we humbly acknowledge the instruction to discuss and investigate the following articles and submit our thoughts.
Article 1: Regarding oil production, during the investigation in the Bunka era, those who had been operating without licenses (except for those holding Hōreki-era stocks) were temporarily prohibited, and those who newly applied were permitted at their discretion. Under this policy, since those who have been operating until now may continue their operations, we believe there should be no troublesome complications in this matter.
Article 1: Regarding cotton seeds and rapeseed, the producers should negotiate directly and conduct buying and selling at their discretion, and this should be managed accordingly.
