売捌油直段無故引上け候義者無之交易不滞様
可取計候若大坂堺兵庫両種物問屋幷大坂油問屋共
荷物引取受方に付不埒之義有之候はゝ荷主共大坂
町奉行所訴へ出可受吟味候右之趣此度改而
相触候上は大坂堺兵庫へ可指送絞草幷大坂油
問屋へ可売渡油他所売隠売等不埒之義於
有之は遂吟味曲事に可申付候条急度可相守候
右之通被仰渡候に付御国中御取究向之義は御評義
之上追而可触渡候条左様相心得惣而油稼之義去る子年
取調へ相稼候者は先是迄の通相稼可申候尤他国種
相調候義猶以稠敷指留候義等堅相守油下直に
相成候様一同相心得稼方相励可申旨其方共組村々
何者によらす逸々不洩様触知受書取揃可指出候
此状先々無滞可相廻候以上

現代語訳
売り捌く油の値段を理由なく引き上げるような事はなく、交易が滞らないよう
取り計らうべきである。もし大坂・堺・兵庫の両種物問屋並びに大坂の油問屋どもが
荷物の引き取り・受け取り方について不埒な事があれば、荷主どもは大坂
町奉行所へ訴え出て吟味を受けるべきである。右の趣旨をこの度改めて
触れ渡した上は、大坂・堺・兵庫へ指し送るべき搾り草並びに大坂の油
問屋へ売り渡すべき油を他所売り・隠し売り等の不埒な事が
あれば、吟味を遂げ曲事として申し付けるべき条、必ず守るべきである。
右の通り仰せ渡されるにつき、御国中の御取り究め向きの事は御評議
の上、追って触れ渡すべき条、そのように心得よ。総じて油稼ぎの事は去る子年に
取り調べ、稼いでいる者は先ずこれまでの通り稼ぐべきである。もっとも他国の種を
調達する事はなお一層厳しく指し留める事等を堅く守り、油が安値に
なるよう一同心得て稼ぎ方に励むべき旨、そなたども組村々の
何者によらず一人も漏れないよう触れ知らせ、受書を取り揃えて指し出すべきである。
この状は先々滞りなく回すべきである。以上

Oil prices should not be raised without reason when selling, and measures should be taken to ensure trade does not stagnate. If the seed dealers in Osaka, Sakai, and Hyogo, as well as the oil wholesalers in Osaka, engage in improper conduct regarding the receipt and handling of goods, the shippers should file complaints with the Osaka magistrate's office and receive investigation. Now that these principles have been proclaimed anew, if there are improper acts such as selling oil seeds (that should be sent to Osaka, Sakai, and Hyogo) or oil (that should be sold to Osaka oil wholesalers) elsewhere or in secret sales, investigations will be conducted and punishments will be imposed, so these rules must be strictly observed.
Given these proclamations, matters concerning investigations within our domain will be announced later after deliberation, so understand this accordingly. Generally, regarding oil production, those who were investigated and found to be engaged in oil production in the previous Year of the Rat should continue operating as before. However, they must strictly observe the prohibition against procuring seeds from other domains, and all should work together to lower oil prices by dedicating themselves to their trade.
