右之趣被仰出候に付猶又斉藤右近江被仰付諸向可申渡之旨御用番本多玄蕃方申渡候
同廿五日於御座所御右筆部や夫々右近申渡有之候同廿六日相改候様被仰出候
一御城下廻り野辺廻り御目付御供被召連候儀被相止諸事御供之儀御供頭取斗候様被仰出候
御略御行列被仰出御徒頭御時宜役御供被相止候
一御道筋吟味方并御道書取扱是迄之通取扱候様被仰付候事
但夜分は御用人中ゟ直々御供頭へ可申付事
一御供下り候に付御供揃申上御供頭吟味之上可申達候事
一御出殿被仰出御供揃御刻限御触達等之儀は是迄之通御目付ゟ相触候事

一千石以下ゟ三百石迄持馬来年中是迄之通為御手当御免被成候事
一御役料持馬之儀来年中は不相立候様被仰付御役料百石之内三分一差

一供廻り之儀も来年之儀は面々応分限了簡も可有之事

一同年四月朔日於江戸表も諸役方へ御省略筋に付夫々被仰出有之

現代語訳
右の趣旨が仰せ出されたことにより、なお又斉藤右近に仰せ付けられ、諸方面に申し渡すべき旨を御用番本多玄蕃より申し渡した。
同二十五日、御座所において御右筆部屋それぞれに右近が申し渡しを行った。同二十六日に改正するよう仰せ出された。
一 御城下回り野辺回りの際、御目付が御供を召し連れることを止められ、諸事御供の儀は御供頭のみが行うよう仰せ出された。
御略御行列が仰せ出され、御徒頭御時宜役の御供は止められた。
一 御道筋吟味方並びに御道書取扱いは、これまでの通り取扱うよう仰せ付けられること。
ただし夜分は御用人中より直々御供頭へ申し付けるべきこと。
一 御供が下ることにより、御供揃いを申し上げ、御供頭が吟味の上申し達すべきこと。
一 御出殿が仰せ出され、御供揃い御刻限御触達等の儀は、これまでの通り御目付より相触れること。
一 御川狩の節、御先固めに御徒両人が仰せ付けられること。
一 非常の節は御目付が御出先まで罷り越すべきこと。
一 下川の節、御供の外に別に御徒固めに罷り出ることがあればその儀に及ばない旨仰せ出されること。
右の通り御座所において御家老中に申し渡された。
一 同年十一月、江戸表においてもそれぞれ諸役筋へ御倹約の儀が仰せ出された。
一 享和三年亥十二月五日、三ヶ年半減が仰せ付け置かれたところ、来る子年より御免の儀が仰せ出された。
一 文化元年子三月二十日、右の通り半減御免、八歩御借米が仰せ付けられ、かつ御家中持馬の儀は別紙の通り《割書：仰せ出され候間前々の通り相触れ候様｜奈良太郎右衛門へ》申し聞かされた。

一 半減御借米御免、八歩御借米を仰せ付けられるにおいては、諸事前々の振り合いに改めるべきことであるが、近年半減御借米年数が重なり困窮の時節にあるため、御手当として当分去る申年に仰せ出された通り心得るべきこと。

一 安永三年午十一月当年までにて三ヶ年半減明け、右につき仰出覚
一 千石以下より三百石まで持馬、来年中これまでの通り御手当として御免成されること。
一 御役料持馬の儀、来年中は相立たないよう仰せ付けられ、御役料百石の内三分の一差し上げるよう仰せ付けられること。

一 高六百石以上の面々は今年中に馬を繋ぐべきこと。

Following the issuance of the above directive, Saito Ukon was further appointed to convey orders to all departments, as announced by duty officer Honda Gemba.
On the same 25th day, Ukon made announcements to each scribe office at the lord's quarters. On the 26th day, it was decreed that revisions should be made.
One: The practice of inspectors taking attendants when touring the castle town and countryside was discontinued, with all attendant matters to be handled solely by the chief attendant as decreed.
A simplified procession was ordered, discontinuing the attendance of foot soldier commanders and protocol officers.
One: Route inspection officials and route documentation shall continue to be handled as before, as ordered.
However, during nighttime, chief retainers shall give direct orders to the chief attendant.
One: With the descent of attendants, attendant assembly shall be reported, and the chief attendant shall communicate after examination.
One: When palace departure is announced, attendant assembly, timing, and notification matters shall be announced by inspectors as before.
One: During river hunting, two foot soldiers shall be appointed for advance security.
One: In emergencies, inspectors shall proceed to the destination.
One: During downstream excursions, if foot soldiers appear separately for security beyond the regular attendants, such measures are unnecessary as decreed.
The above was communicated to the senior councilors at the lord's quarters.
One: In the 11th month of the same year, economy measures were also announced to various official positions at Edo.
One: On the 5th day of the 12th month of Kyowa 3 (Year of the Boar), the three-year half reduction that had been ordered was to be lifted from the coming Year of the Rat as decreed.
One: On the 20th day of the 3rd month of Bunka 1 (Year of the Rat), the half reduction was lifted as above, eight-bu borrowed rice was ordered, and regarding horses kept by retainers, as per the separate document {{marginal note: as decreed, announce as before | to Nara Taroemon}}, it was communicated.

One: Regarding the lifting of half-reduction borrowed rice and the ordering of eight-bu borrowed rice, although all matters should return to previous arrangements, given the accumulated years of half-reduction borrowed rice and current times of hardship, as a relief measure, temporarily follow the understanding issued in the previous Year of the Monkey.

One: For those granted official stipends, horse keeping is exempted this year, with 50 koku borrowed rice ordered from their 100-koku official stipend; in the coming Year of the Ox, one-third borrowed rice from 100 koku is ordered, and from the spring of the following Year of the Tiger, they shall keep horses.
However, those granted 150-koku official stipends shall have borrowed rice equivalent to 50-koku base stipend ordered.
One: Those granted 50-koku official stipends shall have one-third borrowed rice ordered for both this year and next year, and from the Year of the Tiger onward, proportional borrowed rice shall be ordered.

One: On the 1st day of the 4th month of the same year, economy measures were also announced to various official departments at Edo.
