諸天を一庶幾し、臨護して遐邇に告げ布き、我が意を知らしめよ。また諸々の願等有り、条例左の如し。
一 国ごとに僧寺・尼寺各々に水田十町を施すべし。
一 国ごとに僧寺を造し、必ず二十僧を有らしめよ。その寺名を「金光明四天王護国之寺」となせ。
尼寺は十尼、その寺名を「法華滅罪之寺」となせ。両寺相去り、宜しく教誡を受くべし。若し
欠ける者有らば、即ち須く補い満たすべし。その僧尼は毎月八日に必ず最勝王経を転読すべし。月の半ばに至りて
戒羯摩を誦せよ。
一 諸国に上件の寺を置く者は、毎月六斎日に公私ともに漁猟殺生を得べからず。国司等恒に
検校を加えよ。
一 願わくは天神地祇ともに相和順し、恒に福慶を将て、永く国家を護らん。
一 願わくは開闢以降の先帝の尊霊、長く珠林に幸し、同じく宝刹に遊ばん。
一 願わくは太上天皇・大夫人藤原氏及び皇后藤原氏・皇太后子已下親王
及び正二位右大臣橘宿祢諸兄等、同じくこの福を資り、共に彼岸に向かわん。
英語訳
May all the heavenly deities provide protection and supervision, proclaiming this throughout far and near, making my intentions known. There are also various wishes and regulations as follows:
1. In each province, both monks' temples and nuns' temples shall each be granted ten chō of rice fields.
1. In each province, construct a monks' temple that must have twenty monks. Name this temple "Golden Light Four Heavenly Kings Temple for Protecting the Nation."
The nuns' temple shall have ten nuns, and name this temple "Lotus Temple for Eliminating Sins." The two temples should be appropriately separated and receive proper instruction. If there are any vacancies, they must immediately be filled. These monks and nuns must recite the Victorious King Sutra on the eighth day of every month. At mid-month,
they should recite the precepts and perform karman ceremonies.
1. In provinces that establish the aforementioned temples, on the six monthly fasting days, both public and private persons must not engage in fishing, hunting, or killing living beings. Provincial governors should constantly
provide supervision and inspection.
1. May the heavenly and earthly deities harmoniously accord with each other, constantly bringing good fortune and eternally protecting the nation.
1. May the venerable spirits of all former emperors since the opening of heaven and earth long enjoy the jeweled grove and together visit the precious temples.
1. May the Retired Emperor, the Great Lady Fujiwara, Empress Fujiwara, the Empress Dowager, princes and below,
and the Senior Second Rank Right Minister Tachibana no Sukune Moroe and others equally benefit from these merits and together proceed to the other shore.
