𥦤【𥧌は辞書になし】多慙（おおいに慙じ）。古の明主は皆よく業を光らし、国泰く人楽しみ、災い除け福至る。何を修め何を務めて、よくこの道を致すことができるのか。頃者（このごろ）年季穀登らず、疫癘頻りに至る。慙懼交々集まり、ただ己を罪するに労す。これをもって広く蒼生のために、遍く景福を求む。故に前年駅を馳せて天下神宮を増餝す。去年普く天下に令して、釈迦牟尼仏尊金像高一丈六尺なる者各一舗【鋪】を造り、並びに大般若経各一部を写さしむ。今春已来、秋稼に至り、風雨順序し五穀豊穣なり。これすなわち微誠の啓願、霊貺答えるが如し。載惶載懼、安寧を以ってするに無し。
経を案ずるに云わく「若し国土有りて講宣読誦し恭敬供養してこの経を流通せば、王者には我ら四王常に来たりて一切の災障を擁護し、皆消殄せしめ、憂愁疾疫もまた除き去らしめん。願う所は遂げ、心恒に歓喜を生ずる」者なり。宜しく天下諸国に各々敬いて七重の塔一区を造り、並びに金光明最勝王経・妙法蓮華経各十部を写さしむべし。朕もまた別に金字金光明最勝王経を写すことを擬し、塔ごとに各一部を置かしめん。冀うところは、聖法の盛んなることは天地と共に永く流れ、擁護の恩は幽明に被りて恒に満ちんことなり。

The enlightened rulers of old were all able to glorify their achievements - the nation was peaceful, people were happy, disasters were removed and fortune arrived. What should be cultivated and what should be pursued to achieve this way? Recently, harvests have failed year after year, and epidemics have frequently occurred. Shame and fear gather together, and I can only toil in blaming myself. Therefore, I broadly seek abundant blessings for all the people everywhere.
Thus, the previous year I sent urgent messengers to enhance and adorn all the shrines throughout the realm. Last year I universally ordered the entire realm to create golden images of the Buddha Śākyamuni, each one jō six shaku in height, and to copy one complete set of the Mahāprajñāpāramitā Sūtra each. From this spring until the autumn harvest, wind and rain have been favorable in sequence and the five grains abundant. This is indeed as if the divine response answered my humble sincere prayers. With utmost reverence and awe, there is nothing to bring peace of mind.
Examining the sūtra, it says: "If there is a land where this sūtra is lectured upon, recited, respectfully honored, and circulated, then we Four Heavenly Kings will constantly come to protect all disasters and calamities, causing them all to be eliminated, and also cause worries, sorrows, illnesses and epidemics to be removed. What is wished for will be accomplished, and the heart will constantly give rise to joy." Therefore, all provinces throughout the realm should each respectfully construct one seven-story pagoda, and copy ten sets each of the Golden Light Victorious King Sūtra and the Lotus Sūtra of the Wonderful Dharma. I also separately intend to copy the Golden Light Victorious King Sūtra in gold characters, placing one set in each pagoda. What I hope for is that the flourishing of the sacred Dharma will flow eternally with heaven and earth, and the grace of divine protection will extend to both the visible and invisible realms and be constantly fulfilled.
Those temples that construct pagodas shall also serve as the glory of the nation. Good locations must be chosen that can truly endure for a long time. If too close to people, one does not want places with offensive odors; if too far from people, one does not want to burden the masses who come to gather.
