Item: As soon as the norigiri (riders/mounted participants) report for duty at the chōya (administrative building), the kanjo (prayer scrolls) are to be distributed to each of them individually. Since the person serving as the first position on the right arrives from the haiden (worship hall) of Nishinara-sha (Nishinara Shrine), the kanjo are also to be passed to his retainer from that location.
Item: Ceremony of Offerings (Ken no Shiki) when the norigiri take their seats in the kaika (lower hall area) and the onmyōji (yin-yang diviners) accompany them:
Item: One pair of heihaku (offering wands/paper streamers). (Regarding the purification of the norigiri's bodies according to yin-yang principles: after the person dressed in jōe [ceremonial white robes] has finished distributing them, they are to be returned to the tori-daikan [deputy official in charge of receiving].)
The wands (kushi) prepared and submitted by the said daikan are to be one shaku two sun in length, with wand paper of two-sun four-bu square made from Mino paper (Minogami) double-layered, with a hanging width of approximately four bu, fashioned in the manner of the "noshite" of a shimenawa (sacred rope decoration).
Note: These are kata-hei (single-sided wands).
Item: A sanpō (offering tray) bearing noshi (five cuts of dried abalone), kashiguri (five cuts of victory chestnuts, placed on small-cornered supports), and wakame (five cuts of dried seaweed); three ceremonial earthenware cups (sando-kawarake); constituting two sets of offerings, one for the left and one for the right.
Item: Next, two branches of chōshi (sake pouring vessels). Note: kaji is not required. Proceedings begin from the kaika (lower hall).
Note: After the offerings to the right of position one through to the right of position ten have been completed, the person dressed in jōe carries the sanpō through the middle of the left and right seating area to the seat (ishi) of position one on the right.
Note: The chōshi is carried on a single hitosage (carrying holder), and is passed to both the left and right sides.
Item: Next, ceremonial earthenware cups (sando-kawarake, with lids) containing kachiguri (pounded/dried chestnuts) are passed to all twenty norigiri on the left and right, excluding the kaika (lower hall officials). They are passed from position one on the right through to position ten on the right, then passed around in front of the kaika and back to position one on the right. The sanpō tray is not included in this round.
Next, two sashibu (authorizing notices/dispatch permits) for the uma-tate (horse-standing area) are placed on a hegi (thin wooden tray), and are carried by the two persons dressed in jōe.
