昔漢の文帝露臺を作らしめんとて匠をめして其價をとひ
玉ひしに百金に當るよしを奏しけれは百金は中民十家の産
なり吾今臺をつくる為に十家の産を費すことあるへからすと
て纔かの露臺さへやめ玉ひしとなり其事今に至りて青史を照
し千歳の美談となることに今の 大君御代をしろしめす初め
より聊声色の御好おはしまさす御身の栄耀を事ことく玉はす
物ことに華奢をいましめ天下の為に財を惜給ふことは漢文景に

昔、漢の文帝が露台を作らせようとして工匠を召し、その費用を尋ねられたところ、百金に相当するとの奏上があった。すると文帝は「百金は中産階級十家分の財産である。私が今台を築くために十家分の財産を費やすべきではない」として、わずかな露台さえも中止されたという。その事績は今に至るまで青史に輝き、千年の美談となっている。今の大君（将軍）が御代を治められる初めより、少しも声色の御趣味をお持ちにならず、御身の栄耀を一切お求めにならず、あらゆることで華奢を戒められ、天下のために財を惜しまれることは、漢の文帝・景帝に

Long ago, Emperor Wen of Han intended to build a dew terrace and summoned craftsmen to inquire about the cost. When they reported that it would amount to one hundred gold pieces, the emperor said, "One hundred gold pieces represents the wealth of ten middle-class families. I should not spend the wealth of ten families merely to build a terrace," and he canceled even this modest dew terrace project. This deed continues to shine in the historical records to this day and has become a beautiful tale for a thousand years. From the beginning of the current Great Lord's (Shogun's) reign over his realm, he has never indulged in pleasures of song and dance, has not sought any personal luxury, has warned against extravagance in all matters, and has been frugal with wealth for the sake of the realm, comparable to the Han emperors Wen and Jing.
