一此度従公辺被仰出候異国船御締之儀先達而相触置候通致承知猶又
兼而心得方存寄左之通
一浦人老若男女之差別なく海上に怪敷船を見付候はヽ早急役人迄為相
知可申事
一漁師共之儀は毎日海上二三里も乗出し可申哉に候間異国船を見受候はヽ
急々致帰船浦役人へ相達可申事
但浦役人ゟ差図之通可致承知事
一浦役人共之儀は右之趣早急御役所へ訴可申候右訴出候跡へ異国人致上陸
候而は防方六ヶ敷可有之候間不致上陸候様浦辺小高キ所々へ旗幟等立
置浦人大勢居並鯨波を上ヶ螺鉦太鼓抔之鳴物に而固メ手配り
有之体に威し掛卒忽に異国人上陸は勿論近寄不申様為見掛可申事
但旗幟等無之候はヽ何に而も白ク為見目立候様に反物抔に而旗らしく為
見可申事鳴物之内太鼓は浦々に可有之候得共螺鉦等は有之間敷候間竹之笛抔数本吹立候而も可然哉是等之儀は浦々に而申談支度致置

右体威し掛居候内訴飛脚も御城下へ相届兼而支度有之候御備之役
方も早急馳付可申事
一夜分不意に押懸致上陸候様之例も難計左様之節は窺指図之手廻
間も無之候間臨機応変相働可申事
右御締之儀兼而右致方浦々江定詰被仰付候而は浦々雑費も気之毒勿
論右出役之引入も無之事に候間右之趣浦々頭立之者を始末々に至迄不
洩様申聞鉦太鼓鳴物之訳も有之事に候間寺院方用へも申通置少も昼

集新町外於野辺焼灰に仕肥シに相成候趣法相立候へ共所々相続不仕
中絶罷在候然ル処今般産物方役所に而追々御国産に相成候事共御趣法
相立候折柄に付又々芥焼之儀相企申度心願に御座候間何卒御城下中
ごミ芥取集焼灰に仕候儀御免被成下候様願之通申付候様御家老中被申聞候

口述
一この度公辺より仰せ出された異国船御締切りの件について、先達って触れ置いた通り承知している。なお兼ねて心得方として考えるところは左の通りである
一浦の人は老若男女の差別なく、海上に怪しい船を見つけたならば、早急に役人まで知らせること
一漁師たちのことは、毎日海上二三里も乗り出すであろうから、異国船を見受けたならば急いで帰船し、浦役人へ相談すること
ただし浦役人からの指図の通り承知すること
一浦役人たちのことは、右の趣旨を早急に御役所へ訴え出ること。右訴え出た後で異国人が上陸してしまっては防御が困難であるから、上陸させないよう浦辺の小高い所々へ旗幟等を立て置き、浦の人が大勢居並んで鯨波を上げ、螺貝・鉦・太鼓などの鳴り物で固めて手配りがある体で威嚇をかけ、軽々しく異国人が上陸はもちろん近寄らないよう見せかけること
ただし旗幟等がない場合は何でも白く見た目に立つよう反物などで旗らしく見せること。鳴り物の内太鼓は浦々にあるであろうが、螺貝・鉦等はないであろうから、竹の笛など数本吹き立てても良いであろう。これらのことは浦々で申し談じて支度しておきたいこと
右の体で威嚇をかけている内に、訴えの飛脚も御城下へ相届き、兼ねて支度のある御備えの役方も早急に馳せ付けること

○松本北横町傘屋惣左衛門が願い出るには、先年松本地方において願い申し上げた所々のゴミ・芥を取り集め、新町外の野辺で焼灰にして肥料とする趣法を立てたが、所々続かず中絶している。しかしながら今般産物方役所において追々御国産となる事共の御趣法を立てられる折柄に付き、また芥焼きの件を企て申したい心願であるから、何卒御城下中のゴミ・芥を取り集め焼灰にする件を御免成し下されるよう、願いの通り申し付けるよう御家老中へ申し聞かせた

1. All people of the coastal villages, regardless of age or gender, should immediately notify officials if they spot suspicious ships at sea
1. As for fishermen, who go out to sea two or three ri daily, if they sight foreign ships, they should hurry back to shore and report to village officials
However, they should follow the instructions of village officials
1. Village officials should immediately report such matters to the government office. Since defense would be difficult if foreigners land after such reports are made, to prevent landing, flags should be erected on elevated spots along the shore, villagers should gather in large numbers and raise war cries, using conch shells, gongs, drums and other noisemakers to create an intimidating defensive formation, making it appear dangerous for foreigners to land or even approach
If flags are not available, anything white and conspicuous such as cloth should be used to create flag-like displays. While drums should be available in most villages, conch shells and gongs may not be, so several bamboo flutes blown together would suffice. These matters should be discussed and prepared in each village
While maintaining such intimidation, messenger runners will reach the castle town, and the prepared defense officials will quickly rush to the scene

○Umbrella shop owner Sōzaemon from North Yokomachi, Matsumoto, petitions as follows: In previous years, he applied to establish a system in the Matsumoto area to collect garbage and refuse from various places, burn it into ash at fields outside Shinmachi, and use it as fertilizer. However, this system was not sustained in various locations and was discontinued. Now, as the Products Office is establishing various policies for domestic production, he wishes to undertake the garbage burning project again. Therefore, he requests permission to collect garbage and refuse throughout the castle town and burn it into ash, and asks that the senior councillors approve this petition as requested
