仕候其上鈴木彦太夫江申談可相勤候取立厳敷
仕事迄与存候而者相違ニ候又餘りゆるかせニ仕不取
立候而も実なき事にニ候間此間を彦太夫江承候而可申
談候惣而御納所之儀百姓之内成り候者不成者を吟
味仕置可申候下代な等金銀米口入為致方便を以納
所為致候事是より紛敷事も候間堅相止可申候
第一手代共少之まいなひも取不申様堅可申付候
此儀専一ニ候右相背候ハヽ御取立棒旁万端勤能候
而も面々不調法至極たるへく候手代共万一不算用
之上ニ而引負等出来候共御吟味之上其品有之ハ
御客面之訳も有之候得共此まいなひニあひ候者ハ
急度御成敗可被成候間可存其旨候惣躰御領所

現代語訳
そのように勤めなければならない。その上で鈴木彦太夫に相談して勤めるべきである。取り立てを厳しくすることばかり考えているのは間違いである。また、あまりに緩やかにして取り立てをしないのも実のないことである。この点について彦太夫に相談して決めるべきである。総じて年貢納入所の件については、百姓の中で納入できる者とできない者を吟味して対処すべきである。下代などが金銀米の仲介をして便宜を図り納入させることは、これより紛らわしいことになるので堅く止めるべきである。
第一に手代たちが少しの賄賂も取らないよう堅く申し付けるべきである。この件が最も重要である。これに背いた場合は、年貢取り立て役として万事勤めが良くても、面々不調法の極みとなるであろう。手代たちが万一不算用の上で引き受け損などが生じても、御吟味の上でその事情があれば御寛恕の理由もあるが、この賄賂に関わった者は必ず御成敗されるので、その旨を心得ておくべきである。総じて御領所では手代たちが金銀米を融通のために借りることのないよう申し付けるべきである。
手代たちの中で金銀を蓄えている者があれば、外で融通することは少しも構わないが、隠すことなく届け出るべきである。なお彦太夫に万事相談して勤めるべきである。

Such duties must be performed. Furthermore, consultation with Suzuki Hikotayū is required for proper execution. It would be wrong to think only of making tax collection strict. However, it would also be fruitless to be too lenient and fail to collect taxes. This matter should be discussed with Hikotayū. Generally, regarding tax collection offices, one should examine and handle which farmers among them can pay and which cannot. Lower officials arranging convenience through intermediation of gold, silver, and rice for tax payment should be strictly prohibited as this leads to confusion.
First and foremost, deputies must be strictly ordered not to accept even the smallest bribes. This matter is of utmost importance. Those who violate this, even if they perform well in all other aspects as tax collectors, will be considered extremely negligent. Even if deputies incur losses due to miscalculation, if there are circumstances warranting it upon investigation, there may be grounds for leniency. However, those involved in bribery will certainly face punishment, so this should be understood. Generally, in the domain territory, deputies should be ordered not to borrow gold, silver, or rice for financing purposes.
If there are deputies who have accumulated gold and silver, it is perfectly acceptable for them to provide financing externally, but they should report this without concealment. All matters should be discussed with Hikotayū before execution.
