they should report to the village headman and senior peasants, who should provide sufficient guidance and support. Furthermore, they must investigate to ensure there are no wrongdoings among tenant farmers and servants. If wrongdoing occurs, not only the group members but also the village headmen and senior peasants shall be held responsible.
Article: When there are elderly people without children, young people separated from their parents, widows, those suffering from chronic illness, or disabled persons who have no one to rely on and whose livelihood has deteriorated to the point where they cannot sustain themselves, it goes without saying that relatives should help, but village headmen, senior peasants, and five-person groups should also extend their care to support and look after them.
Addendum
If such persons own land, the village headmen, senior peasants, and five-person groups should work together with diligent attention to ensure it is not taken away by others.
Article: If there are people in the village who are particularly exemplary in conduct and attitude, work diligently at agricultural tasks, and properly complete their tax payments year after year, this should be recorded in writing. After later examination, rewards shall be given. Alternatively, if such persons face unavoidable circumstances and suddenly fall into hardship, assistance shall be provided. On the other hand, there are people who do not properly perform agricultural work, spend day and night in leisure and wandering about, are fond of litigation and mediate in disputes, thereby disrupting the village
