かさり申出るにおいてハ当人ハいふに不及庄屋

現代語訳
詐欺を働いて申し出る場合は、当人はもちろんのこと庄屋・長百姓まで処罰の対象とする。
附則
追加の訴状を出したり、または裁許を待たずに直訴したり、または内々の縁故を頼って取り扱いを依頼することは固く禁止する。
一、すべての百姓は印判を常に大切に所持すること。庄屋・長百姓は印鑑の見本を帳面に記録し組頭に渡し、こちらに持参すること。もし印判を紛失したか、または作り替えた時は、組頭同道で印判を持参し帳面に記録すること。
一、何事によらず他領・他村へ手形・証文を作成して送ることは固く禁止する。もしやむを得ない事情がある時は、庄屋・長百姓に断り、組頭を通じてこちらに申し出て指図を受けること。
附則
諸事の証文は念を入れて判を押すこと。以前に判を押したにもかかわらず、後日に知らないと申す場合は処罰する。
一、青田売買および秋の収穫米の前借り銀を入れて買うことは固く禁止する。もし違反して売買した場合は、買主が損料を負担すること。
一、伝馬・人足を出す時は、組の者に組頭が立ち会って判を押すこと。

If someone commits fraud in making a petition, not only the person themselves but also the village headman (shōya) and elder farmers (chō-hyakushō) shall be subject to punishment.
Addendum:
It is strictly forbidden to submit additional petitions, make direct appeals without waiting for judgment, or request handling through private connections.
1. All farmers shall carefully keep their personal seals at all times. Village headmen and elder farmers shall record seal samples in ledgers, give them to group leaders (kumigashira), and bring them here. If a seal is lost or remade, they shall bring the seal with the group leader present and record it in the ledger.
1. Creating and sending permits or certificates to other domains or villages for any purpose is strictly forbidden. If there are unavoidable circumstances, one must obtain permission from the village headman and elder farmers, and apply here through the group leader to receive instructions.
Addendum:
All certificates must be sealed with great care. If someone claims ignorance after having previously affixed their seal, they shall be punished.
1. It is strictly forbidden to purchase rice fields while still green (before harvest) or to make advance payments for autumn rice. If anyone violates this by buying or selling, the buyer shall bear the penalty fee.
1. When providing post horses and laborers, group members shall affix their seals with the group leader present.
